Senior Contract Management Specialist
Location:
NAVWAR Campus; San Diego, CA

Background:

The Department of the Navy (DON) Naval Information Warfare Systems Command (NAVWAR) is acquiring Procurement Administration and Administrative Support services (PAAS), including Contract Policy Support, Contract Administration Support and Administrative and Records Management Support for the NAVWAR 2.0 Contract Directorate.

NAVWAR 2.0 is responsible for fulfilling the mission and vision of NAVWAR and its associated Program Executive Offices (PEOs) by awarding and administering contracts in the information warfare domain, including assigned programs, in the areas of research and development, systems engineering and development, and other relevant professional services associated with production, installation and sustainment.

Required Experience:

  • Minimum ten (10) years of experience in a Government Contracting Office or Acquisition Program Office or, combined ten (10) years of experience in the following areas:
    • Government Contracts Management
    • Government Contracts Policy Management
    • Managing Cross Functional Teams
    • Business Management
    • FAR and DFAR Acquisition
    • Government Contracting Officer, Contract Specialist, or Contracting Officer’s Representative.

Required Education:

  • Bachelor’s degree from an accredited four‐year college or university 
  • Desired: Master’s degree from an accredited college or university in business, sciences, political science, or contracts

Other desired skills and experience:

  • Defense Acquisition University Contracts Level III or equivalent certifications
  • Federal Acquisition Regulation training
  • Experience in supporting contract management of government contracts and subcontracts in accordance with company policies and procedures, applicable laws, and customer requirements.
  • Experience in tracking and monitoring contract changes, deliverables, correspondence and risks, and maintaining associated documentation.
  • Minimum of five (5) years of experience in Contract Writing System Software and MS Office applications.
  • Experience in the management of all aspects of post-award activities relating to complex cost-reimbursement & commercially priced Government Contracts.
  • Experience in evaluating and reviewing contract terms and conditions to ensure requirements are supporting project missions.
  • Experience in evaluating and reviewing contract terms and conditions to ensure contract requirements are supporting project missions.
  • Experience in monitoring, analyzing and drafting contract policy relating to Federal, DOD, and Navy‐issued acquisition and procurement regulations and guidance.
