Job Description Summary:

Serves as the liaison for all ICPC referrals that are sent to and from the State of Kansas ICPC office and State of Texas ICPC office on a day-to-day basis.  Ensures youth referred to the agency are properly placed, in compliance with all federal and state law related to ICPC.  Works collaboratively with the State ICPC offices (and agency partners when needed) to receive/send referrals for children needing placement.  Promotes the well-being of children, participates in staff meetings/trainings and coordinates with staff from other agencies involved in providing services to children. Performs the following duties directly or through subordinates.

 

In This Opportunity You Will Get To:

 

  • Assists in monitoring the placement of children through ICPC pursuant to agency contracts.  Coordinates with Management staff to ensure requirements are met.
  • Enters information into State system as required for completion of ICPC process. (KS - NEICE)
  • Maintains accurate data for reporting to State with regard to ICPC referrals (TX)
  • Serves as liaison with Permanency and Agency Foster Care services to ensure quality services are provided to children in the care of the Agency.
  • Provides a single point of entry for all ICPC referrals to the Agency in any location.
  • Promotes safety and encourages the least-restrictive and shortest length of out-of-home placement for children.
  • Facilitates interdepartmental integration of the quality management process according to best practices and COA standards.
  • Monitors contract outcome measures pertinent to functions of this position, in concert with Quality Assurance staff, and makes recommendations for improvement.
  • Develops and implements procedures and controls to promote accurate and timely information flow.
  • Completes documentation and forwards reports containing descriptive, analytical and evaluative content.
  • Refrains from assuming any duty that is unrelated to and/or interferes with the responsibilities of the position.
  • Advocates, promotes and practices cultural sensitivity and responsiveness in all day-to-day interactions.
  • Develops, promotes and practices teamwork in all activities.
  • In conjunction with Permanency staff completes all ICPC referrals and acts as the ICPC liaison for the Agency.
  • Other duties as assigned.

EDUCATION AND/OR EXPERIENCE:

Bachelor’s degree in human service field required

Experience in child welfare preferred.

 

PRESENTATION SKILLS:

Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies or members of the business community.  Ability to write speeches and articles for publication that conform to prescribed style and format.  Ability to effectively present information to top management, public groups and/or Board of Directors.

FINANCIAL/COMPUTATIVE SKILLS:

            Ability to read and interpret financial statements, budgets, audit reports, etc.  Ability to perform basic mathematical operations such as discounts, interest, commissions, proportions, percentage, area, etc.  Ability to apply concepts of basic algebra, geometry and statistics.  Familiarity with computers and their capabilities.

ANALYTICAL ABILITY:

            Ability to define problems, collect data, establish facts and draw valid conclusions.  Ability to interpret an extensive variety of technical instructions in mathematical,

            graph, chart or diagram form and deal with abstract and concrete variables.

            While performing the duties of this job, the employee is regularly required to talk, hear, stand, sit and walk.  The employee is frequently required to use hands and fingers, climb or balance and stoop or kneel.  The employee is required to be able to safely operate a motor vehicle and be able to obtain a license therefore.

            The employee must regularly lift and/or move up to 10 pounds, occasionally lift and/or move up to 25 pounds.  Specific vision abilities required by this job include close vision, distance vision and the ability to adjust focus.

VI.  PRINCIPAL ACCOUNTABILITIES

            Serves as the ICPC liaison for all referrals (outgoing from KS Case Management and TX Case Management) sent to State ICPC office for processing.

            Provides a single point of entry for all ICPC referrals to the Agency (KS Case Management Areas and TX Case Management Region 2).

            Maintains ICPC data to provide to State as contracts require.
