Based in beautiful Los Angeles, CA we are one of the top design/build & construction management firms in the entire nation. Due to tremendous growth, we are currently looking to hire a high caliber Mid TO Senior Level Construction Manager to Run & Manage Design/Build Pharmaceutical, Life Science and BioTechnology Projects in the Los Angeles, Orange County and Surrounding areas.

Salary/Bonuses/Other Perks:

MUST HAVE SKILLS:

1) Minimum of 10+ years of experience working for a General Contractor or Construction Management Firm as a Project Manager OR Construction Manager specifically on design/build life science, biotechnology and pharmaceutical sector construction projects up to $50MM in Scope.

2) Must have Strong In The Field Experience & Really Want to Grow And Be in The Pharmaceutical and Life Science Markets.You Must also have the ability to sit in the office and put together a proposal.

3) Must be very Technical & An Excellent Effective Communicator and Have Experience Being Client Facing.

4) Competent with various construction and estimating software such as ProCore, Destini, Bluebeam and MS Suite.

5) Must be a true team player and enjoy both mentoring and training junior staff.

 

NICE TO HAVE SKILLS:

1) Bachelors' Degree in Construction Management, Engineering or similar discipline.

Job Description:

The Construction Manager leads construction site activities, manages all field operations, and takes primary responsibility for site safety.

 

KEY ACTIVITIES AND RESPONSIBILITIES

  • Establish site office and supporting utilities/logistics. Ensure successful demobilization/removals of same.
  • Participate in the development of Site Logistics Planning. Revise logistics plans as necessary.
  • Assist Subcontractors in locating office and storage trailers on site. Ensure proper positioning/location of same.
  • Establish and maintain fully enclosed and secured perimeter security fencing. Include integrated security turnstile for site security enforcement. Interface with Owner/Security personnel as necessary.
  • Enforce/maintain site soil erosion control measures (silt fences, wheel washes, hay bales, storm system fabric, etc.). Interface with Local/City/State enforcement officials.
  • Maintain clear traffic access ways and material delivery routes/areas. Enforce speed limits and parking plans. Provide related site signage.
  • Ensure that temporary protection/OSHA barricades are established and maintained in all areas; ensure such protection is provided at points of egress/entry inclusive of Owner- related travel-ways.
  • Maintain housekeeping/debris cleaning on site.
  • Ensure that all Subcontractors are not permitted on site unless acceptable insurance certificates are obtained in advance. Monitor insurance certificate status in coordination with the Site Safety Engineer and Insurance Log.
  • Oversee installation and removal of temporary site utilities.
  • Provide constructability review comments relative to preliminary “check set” documents as well as final Contract Documents.
  • Review/be familiar with all Contract Documents (Plans, Specifications, etc.). Establish plan room document review space and files. (Plan conformance by Project Engineer.)
  • Review all sketches, field directives, RFI’s, etc. revising the Documents and ensure maintenance of plan room documents.
  • Participate in Bulletin plan review and issuance/distribution.
  • Interface with Project Engineers on all aspects of Contract Documents.
  • Review/be familiar with all Subcontractor/Vendor:
    • Subcontract/APM terms (Scope and Schedule).
    • Approved shop drawings and equipment cuts.
  • Utilize above to enforce compliance on the Project (Quality, schedule, obligation, fulfillment, etc.)
  • Coordinate site testing and inspection (T&I) efforts by outside T&I firms as well as by staff. Ensure that all T&I efforts are scheduled and occur as required.
  • Be familiar with and identify all T&I requirements (per Contract Documents/work scope). Interface with respective Staff Engineers.
  • Maintain and file T&I sign-in logs, daily reports and test reports. (Note: Central files to contain record copies of T&I reports, by Engineers.)
  • Coordinate/schedule inspections by City/Local officials.
  • Perform daily inspections on site for all work within area of responsibility. Report and pursue remedial measures for any/all deviations and deficiencies.
  • Monitor additional field work closely (labor time and material [T&M]). Ensure Subcontractor T&M sheets are submitted each day for signature by the Project Manager. Do not sign for work within Subcontract work scope.
  • Review, approve and sign for additional work. Maintain log of all T&M work.
  • All signed T&M invoices must:
    • Not be signed without a corresponding Potential Change Order (PCO) number. Obtain PCO’s #’s from Staff Engineer (or Manager) responsible for PCO maintenance prior to initialing.
    • Provide the original initialed T&M sheets to the Project Manager for signature. The original T&M sheet will be returned by the Project Manager to the Superintendent for distribution to the trade Subcontractor.
  • Identify any/all additional or forthcoming extra costs (PCO’s) to Managers/Engineers on a daily basis.
  • Review Subcontractor monthly Estimate for Payment progress billings and offer comments to Project manager.
  • Report Deviation Ticket costs in conjunction with monthly payment applications.
  • Must assist and contribute to the development of the Monthly Report and PSR.
  • Prepare correspondence to Owner/Subcontractors whenever appropriate to protect interest and/or to document direction, needed actions, information, etc.
  • Attend, and participate in, weekly meetings as follows (but not limited to):
    • Subcontractor Job Meetings – Project Manager Meetings
    • Owner Meetings (as required by Project Manager)
    • Staff Meetings
    • Safety Meetings
  • Organize, chair and record minutes of Field Coordination (Foremen) Meetings.
  • Maintain Project Reporting documentation as follows:
    • Deviation Logs (to be computerized in conjunction with Project Safety Engineer)
    • Prepare daily reports each day and establish/maintain report files in chronological/date order. Include weather data each day on reports.
    • Ensure Subcontractors submit daily reports each day; establish and maintain files chronologically (organized by Subcontractor).
  • Inspect delivered materials, equipment and field installations for compliance with Contract Documents and approved submittals.
  • Perform quality inspections continuously during construction.
  • Issue deviation tickets to enforce quality whenever appropriate.
  • Become familiar with Quality Management Plan/Strategy and expectations as established by Engineering staff.
  • Include Quality issues in meeting discussions, daily verbal and/or written communications with Subcontractors.
  • Enforce permit related quality requirements/expectations.
  • Identify all field testing required to be performed by Subcontractors and witnessed by. Witness and sign-off tests conducted by Site/ Subcontractors. Maintain files for all testing and report deviations/corrective measure status.
  • Include safety discussions in weekly Safety, Field Coordination and Job Meeting discussions.
  • Prepare written safety related correspondence and deviation tickets as appropriate to protect interest in the enforcement of safety.
  • Establish daily dialog with Subcontractor Safety Representatives/Shop Stewards.
  • Participate in the enforcement of site safety practices/procedures; coordinate efforts with Site Safety Engineer.
  • Review Safety Program and MSDS sheets of Subcontractors as maintained by the Site Safety Engineer.
  • Promptly communicate site safety incidents to the Site Safety Engineer and Management Staff.
  • Ensure that OSHA forms and records are posted as required; coordinate with the Site Safety Engineer.
  • Prepare/purchase, post and maintain appropriate site signage to promote site safety awareness/efforts.
  • Prepare for and participate in site safety audits and/or OSHA inspections.
  • Completes job safety analysis documentation and other safety documentation as required by corporate safety program.
  • Plan work activities in advance to ensure same are performed on or ahead of required schedule dates.
  • Provide all necessary trade-related coordination efforts as required to successfully manage the construction effort (trade to trade, to trade, A/E to trade, M/E/P to G/C coordination, etc.).
  • Direct Subcontractors to provide and maintain supplemental housekeeping, clean-up and/or temporary protection, structures, barricades, etc. as necessary.
  • Dispute resolution (trade jurisdiction).
  • Answer Subcontractor field inquiries. Initiate inquiries to A/E and/or Engineering Staff pertaining to Contract Documents whenever necessary. Document questions/answers whenever appropriate (RFI initiation/confirmation RFI’s).
  • Issue Field Directives to Subcontractors.
  • Interface with A/E site personnel and Owner representatives routinely.
  • Conducts periodic coordination meetings with trade subcontractors at site.
  • Oversees startup activities if included in the project scope.
  • Oversees commissioning activities if included in the project scope.
  • Expedite all field activities; ensure that all activities take place on or ahead of scheduled early start/early finish dates.
  • Record all actual start/actual finish dates on each CPM Schedule activity.
  • Update progress on CPM Schedules (every Friday) with Scheduling Engineer and Project Manager. Participate in schedule logic review and recommend revisions resulting therefrom.
  • Assist in the preparation of CPM Schedules as requested.
  • Track/Monitor and expedite all materials delivered to the jobsite to ensure that deliveries do not impact scheduled field activities.
  • Become familiar with major materials, equipment and process lab equipment delivery tracking spreadsheets developed by Staff Engineers. Communicate with staff regarding same.
  • Supports the Project Manager in the development and maintenance of preconstruction, construction, and closeout execution plans.
  • Supports Project Manager in the procurement and coordination of all required extra corporate project resources. Writes scopes of work and assists in evaluation of bids and proposals. Works with Project Manager to conduct pre-bid walk-through and descope meetings. Works with Project Manager to select subcontractors and vendors.
  • Supports Project Managers and Executives in the preparation of proposals, presentations, and other sales and marketing documents.
  • Other duties as assigned.

Qualifications & Requirements

REQUIRED EDUCATION/QUALIFICATIONS /WORK EXPERIENCE

  • Bachelor’s degree in Engineering, Construction Management or a related discipline or an equivalent technical degree.
  • A minimum of 10 years of experience in Project Delivery or a related discipline that includes life sciences.
  • Skilled with Procore, Destini software and MS Project.

CONTEXT AND ENVIRONMENT AND SAFETY

  • This position will have 50% - 75% travel in Southern California, the West Region or across all US regions as required by the assigned project. Position may be assigned to client site for an extended period of time. Overnight travel or staying in the city of Client’s location is possible depending on assignment. Please review Travel Policy. Position will visit Client sites and will be required to adhere to stated safety rules. Position will visit construction sites and will be required to take site safety training and adhere to site safety rules.
  • This position is a safety sensitive position. The employee is considered a field contractor supervisor and acts in a supervisory role for field work. For employees or subcontractors.
