Job Description:

This position reports to Manager, HR Systems. Working under broad, general direction, this position serves as the HCM functional contact within various business workstreams including providing PeopleSoft or Taleo support, content expertise, and business process best practices. Applies advanced business analysis concepts to identify, evaluate and define highly complex PeopleSoft and Taleo solutions. Validates technical solutions built by technical teams. Documents business process improvement efforts using best practices and resolves production support issues. May handle moderately complex projects independently.

This position uses and applies business and systems principles and concepts along with knowledge of technology to troubleshoot and make recommendations for solving business process and technology issues, and exercises judgment within generally defined practices and policies in selecting creative methods and techniques for obtaining solutions. This position takes initiative in solving complex problems where analysis of situations or data requires an in-depth evaluation of various factors. This position acts as a key point of contact and liaison between the functional system users and IT support in troubleshooting and resolving systems problems, and providing status updates to stakeholders.

 

  • Project management: Play a lead role on HCM projects executing significant components of complex HR systems projects and, where required, performing as the project manager. Contribute to the definition of purpose, scope, deliverables, and timelines. Provide regular progress updates to HR management and/or Project Lead.

 

  • Process analysis and automation: Analyzes business needs, creates detailed HCM business requirements and functional designs, develops/validates HCM solutions leveraging HCM knowledge and best practices while working closely with internal users and technical teams. Considers the business implications of applying technology to the HCM business environment. Prepares and obtains approval for business process and procedural documentation.

 

  • Implementations, Upgrades and Enhancements: Working closely with business partners, identify, analyze, communicate, document and validate business systems requirements and functional designs, conduct fit-gap and feasibility analyses. Works with other functional support resources and makes solution recommendations to ensure user requirements are met in a timely and efficient manner. May lead the implementation of approved solutions.

 

  • Production Support: Coordinating with functional users and IT as appropriate, contribute specialized technical advice to resolve complex business process and system problems and resume normal business operations. Provide management and stakeholders with timely communication regarding problem analysis, resolution status, etc. Provide business systems support to key business processes including monthly and annual fiscal closes

 

  • General user and data analysis support: Provides HCM end user support including completing system demonstrations, and provides HCM best practice consultation, training and functional IT support. Initiates, designs or modifies highly complex systems and procedures where standardized policies or procedures may or may not exist. Gathers and analyzes data to prepare business process and procedural documentation. Performs activities required for changes in HCM (PeopleSoft and Taleo) maintenance and system standards.

Required Skills:

 

  • Bachelor’s degree (or equivalent combination of education and/or experience) and a minimum of eight years of relevant PeopleSoft HCM or Taleo IT work experience including advanced knowledge of HCM or similar ERP package and related business processes / procedures.

  • Experience with a broad range of HCM modules: Core HR, Benefits, Payroll, and WFA.

  • Experience working with Taleo and integration environment with PeopleSoft / HCM.

  • Experience with PeopleSoft HCM 9.0 and above or Taleo or similar ERP Platform.

  • Expertise with complex process and systems requirements documentation standards, such as Use Case modeling, User Story creations and narrative description.

  • Experience with process analysis, systems analysis, process architectures and systems analysis methodologies and practices including waterfall and Agile.

  • Advanced skills and methodologies associated with software design, modification and implementation.

  • Experience with working directly with end users in a production support environment.

  • Ability to use SQL or other query tools to perform analysis.

  • Experience with leading projects, self-motivated and works independently and as part of a team. Able to learn effectively and meet deadlines. Demonstrates problem-solving skills.

  • Demonstrated ability to work with others from diverse backgrounds.

  • Ability to make appropriate and well-reasoned recommendations and decisions in support of system users and stakeholders.

  • Ability to organize and prioritize multiple work assignments and meet deadlines

  • Strong knowledge of and experience applying project management principles to organize and plan work including identifying deliverables, tasks, milestones, timelines and resources. Experience in leading cross-functional teams, tracking assignments and providing progress reports to the project team and management.

  • Analytical and problem solving skills and experience in analyzing and resolving problems of diverse complexity and scope

  • Effective interpersonal and communication skills. Prior experience facilitating communication between functional and technical staff.

 

Preferred Skills:

  • Experience using and troubleshooting HCM applications or Taleo application or any similar ERP Applications.

  • Experience using PeopleSoft Query / SQL or BI Tools.

  • Expertise with complex process and systems requirements documentation standards, such as Use Case modeling, User Story creations and narrative description.

  • Experience with process analysis, systems analysis, process architectures and systems analysis methodologies and practices including waterfall and Agile.

  • Experience working for a large, Federal direct- and grant-funded research organization.

  • Professional certification or advanced education in project management or management information systems
