Position Summary - For South area The Logistics Manager is responsible for the overall management of Customer logistical systems in accordance with Customer policies, procedures and guidelines.  He/she will have responsibility for all matters pertaining to international and local procurement and tender procedures, contracting, commodities import, warehousing, transport (international and in-country), vehicle fleet management and asset management, distribution support and mandatory reporting, ensure proper set up of new sites or closure of sites when project activities end.    Responsabilities Work with supervisor and all Budget Holders to provide planning support and advice to those making a procurement request, then process and manage the procurement process (either locally or internationally) in accordance with Custoner policies and procedures, in a transparent, accountable, efficient and cost-effective manner. Accountable to ensure the follow-up of international and national orders while keeping all key stakeholders of the Porto Rico mission informed of progress and challenges encountered. Supports the development of Procurement Plans by effectively supporting the program teams. Ensure that Procurement Plans related to programs implemented Porto Rico are regularly updated, shared, consolidated and integrated in the Country Procurement Strategy of the country mission. Ensure that key procurement needs are proactively captured and aligned with the mission's operational strategy, leading to the implementation of strategic contracts in key markets. Ensure that local market surveys are regularly carried out, to ensure a full knowledge of the availability and price of local items. · Ensure that all procurements are managed, tracked and recorded using Customer internal systems. · Train and supervise any additional logistics staff hired Adhere to established policies and procedures Provide thorough assessments of all logistics issues in emergency and development situations (airports, trucking fleets, warehousing, access routes etc.) and continue assessments to note relevant changes. Manage all commodity movements, including secure warehousing, inventories, delivery, distribution, and end use supported with appropriate evidences and reports on commodity movements and problems encountered, as well as their resolution. Ensure compliance with Customer OFAC license, and any related export licenses. Supervise, manage and coordinate all logistics related activities from the technical and management point of view in a professional manner. · Assist and advise the Customer Team Leader and other staff within the Customer mission structure on logistics procedures in order to support the projects in the most time and cost efficient way. Participate in new projects planning and ongoing projects pipelines execution, as appropriate. Manage the supply chain on medical, non-food, food and other items. Ensure timely reporting on stock status and assist Program staff with planning of stock replenishment. Submit regular weekly and monthly logistics reports to in-country management team and HQ logistics in line with Customer guidelines. Coordinate with Logistics Clusters, donors, local government, project partners, UN agencies and other non-governmental organizations in order to plan, organize, and schedule distribution of Customer commodities on a regular basis as programmed, as well as to ensure adequate information sharing and address common concerns/problems and seek solutions. Negotiate and verify adherence to conditions and terms of the commodity transport contracts. Ensure adequate transport means and review transport related documentation. Locate and negotiate terms for adequate warehousing with security. Ensure that warehouses are adequate, well-maintained, and meet basic safety and health requirements. Represent Customer to government officials, shipping and clearing agents, transport companies, and partner representatives in a positive and professional manner.   Why Kelly ® ?
