Mandatory Skill Requirements (must have):
- Minimum 1 year extensive use at an expert/advanced level utilizing MS Project 2010/2013. Milestone Pro experience desired.
Desired Skill Requirements:
- Project management scheduling experience including critical path analysis, analysis of
changes to schedule assumptions, variances to the baseline schedule, causes for these variances, potential schedule impacts, and recommended corrective actions to minimize schedule delays. - Recent experience in the design and management of Standard Integrated Master schedule in MS
Project 2010/2013 or Milestones Professional; familiarization with U.S. Department of Defense (DoD) program and acquisition management processes.
Job Duties: In support Space & Naval Warfare Command (SPAWAR), theMS Project Specialistduties will include:
- Communicate, develop and analyzeIntegrated Master Schedules (IMS), Earned Value Management (EVM) processesand Risk data.
- Work closely with Project/Program Managers and other stakeholders to develop and maintain detail resource loaded schedules of projects using MS Project 2010/2013. Possible migration to other scheduling software such as Primavera P6.
- Execute and analyze schedule, cost, and schedule risk performance reports.
- UseWork Breakdown Schedule (WBS) based, resource and cost loaded Critical Path Methodology (CPM) schedule to organize, communicate and synchronize all tasks ordered.
- Use Baseline Change Request (BCR) process to identify impacts when business factors cause changes to plans and document.
- Create and implement weekly schedule status, logic and progress analysis, and management information reports on progress and areas requiring attention; implement practices across diverse programs to allow for program status knowledge and to allow for comparison of program status and understanding of interdependencies.
- Develop the critical path using precedence diagrams with team members' involvement and ownership of tasks, logic, work and duration estimates.
- Quantify and visualize impacts, pros and cons of possible corrective actions for improved course adjustments. Create visual depiction of overall programs/projects event expectations and performance for improved analyses.
- Utilize proven schedule management practices to enhance program/project performance.
Education/Equivalent: Bachelors' degree in: Business, IS, IT, and/or Engineering disciplines is desired withminimum 1 year extensive use at an expert/advanced level utilizing MS Project 2010/2013.Milestone Pro experience desired.
