Responsibilities

At Perspecta, our Joint Engineering Teams - Sustainment (JETS) Program provides the Department of Homeland Security’s USCIS organization with Agile development and maintenance capability to sustain their IT systems. JETS will supply Agile development teams to participate in IT maintenance efforts, to include activities necessary for sustaining previously developed systems and applications using Lean processes. The selected candidate will be part of an ecosystem participating with federal employees and other contractors in a team-based scaled Agile approach to deliver mission value frequently, cost-effectively, responsively, and with high quality.

As a Senior Business Analyst with Perspecta, you will apply your strategic, analytical and leadership abilities to solve complex questions about our clients business. You will lead and collaborate with our business client and software development team to develop, implement and continuously improve creative solutions. The Business Analyst’s primary responsibility is to gather, analyze, evaluate, document, validate and refine the needs of all business stakeholders, and effectively communicate requirements to the software development team, applying Agile principles and practices throughout the project duration.

Primary Responsibilities:

Communications: Using robust written and verbal communications skills, you serve as the principal liaison between the customer and software development team throughout the duration of a project to manage system requirements and deliverables. Your strong communications skills coupled with strategic influencing abilities, as well as knack for gaining consensus around complex decisions and defining acceptable solutions are demonstrable through past successes and failures.

Collaboration: You work closely with your customer, your colleagues and senior leaders to provide insights that drive business results. Applying Agile methodologies, write user stories, manage daily scrums, prioritize backlog, etc. You excel working in a collaborative, team environment that includes technical and non-technical resources.

Solution Design and Ownership: Leveraging your knowledge of emerging technologies and critical thinking skills, continually innovate and automate existing methodologies, processes, procedures and reporting. You evaluate client business processes, anticipate new requirements, uncover areas for improvement, and develop and implement solutions with full accountability, ensuring solutions meet client business needs. You respond to changing requirements as an opportunity to better meet customer requirements. You are a stickler for technical excellence and good design. You continuously lead reviews of client business processes and develop optimization strategies, and stay current on the latest process and IT advancements to automate and modernize systems.

Strategic, Analytic Orientation:You will make decisions and solve problems based on analytics. You expertly execute business requirements analysis connecting results to business and/or economic performance data generating relevant, actionable solutions or insight, presenting prioritized, strategic and tactical recommendations in a clear, concise manner based on business needs.

Strong Business Judgment, Leadership and Integrity: You will bring an innovative yet responsible approach to business, while acting as a trusted advisor to your customer. You will be open to strategic direction from senior leadership when offered. You provide leadership, training, coaching, and guidance to junior staff. You will use planning, organization, and time management skills to monitor deliverables and ensure timely completion of projects.

Results Orientation: You will focus on achieving both short and long term goals and drive and execute an agenda in an uncertain and fluid environment. You demonstrate initiative and follow through, managing tasks to completion with minimal guidance.

Qualifications

Minimum Requirements:

  • A Master’s degree in computer science, engineering, business or related field and 15+ years’ experience.
  • Familiarity with Agile Methodology (Kanban, Scrum)
  • Familiarity with software design (Java, C#)
  • Familiarity with software implementation tools and methodologies, such as GitHub, Oracle, AWS
  • US Citizenship and eligibility to obtain a DHS Public Trust Security Clearance

Desired Qualifications:

  • Experience with Agile Methodology (Kanban, Scrum).
  • One or more industry certifications (INCOSE, PMP, ITIL, PMI-ACP)
  • Familiarity with SDLC.
  • Current DHS Public Trust Clearance
