SUMMARY

The Data Provisioning Core (DPC) exists to support the majority of health data analysis needs though the provisioning of well-characterized health-related data and derived information to data requestors.

The mission of the DPC is 1) to develop best practices in clinical informatics to guide the acquisition, transmission, aggregation, sematic curation, characterization, protection, and delivery of health data, and 2) to enable the learning healthcare system through generation of reusable enterprise data assets and collaborative partnerships between users of data and Information Technology.

 

The Technical Project Manager will lead and manage informatics project development initiatives within a clinical domain in the DPC.

 Successful candidate will have a strong working knowledge of clinical informatics and healthcare concepts with experience in technology and data management in a clinical setting.

This position will interact with all levels of IT management and staff and will work with a high degree of independence and decision-making.

They will lead the implementation of projects working with cross functional teams aligned with a single department (Emergency Medicine or Cardiology) and Clinical Information Technology as well as clinical and academic subject matter experts throughout the development processes.

This includes participating in all aspects of planning, systems design, implementation and data delivery from requirements gathering, analysis and design, configuration and test, through deployment and support of various systems.

 

DUTIES:

  • Has overall project management responsibility.

    Leads a team of technical project professionals.

    Assembles and directs project goals, developing detailed project plans, schedules and monitoring of budget and resources.

  • Directs project activities with the goal of completing the project on schedule and within budget constraints.

    Interacts with senior internal and external personnel.

  • Assess resource and budgetary requirements for each project and track effort to keep the projects on track and on budget.
  • Applies advanced technical project management concepts with a full understanding of project management practices and IT policies and procedures to manage complex projects.

    Provides analysis for highly complex, project-related issues.

  • Work closely with researchers and clinical users to identify, specify, and clearly document the case requirements for healthcare informatics architecture development.
  • Leads functional analysis and system evaluation.

    Documents, tests, and implements on-going evaluations in support of the recommended projects.

  • Proactively schedule and leads recurring project status meetings, providing agenda and meeting recap with action items.
  • Identifies barriers and unforeseen risks, escalates issues and decisions as appropriate to IT manager and others.
  • Exceptional interpersonal skills; able to work effectively with a wide variety of people at all levels.

     

  • Actively enforce, as relevant all organization technical practices and privacy policies.

 

SKILLS REQUIRED:

  • Bachelor degree or equivalent in health informatics, healthcare administration, or related field
  • Minimum 2 years experience as Project Manager of IT projects related to secondary use of clinical data (informatics, analytics, data science)
  • Extensive project planning, project leadership and analysis experience
  • Demonstrated application of project management principles and tools/templates to healthcare analytics projects
  • Demonstrated competency in selecting appropriate project management methodology and tools
  • Strong conceptual and planning skills to analyze projects of broad and diverse scope
  • Strong analytical skills to assess data and project deliverables prior to go-live
  • Demonstrated ability to conduct resource planning for multiple simultaneous projects, manage multiple activities and prioritize tasks across teams
  • Ability to fulfill project manager and project analyst roles concurrently
  • Ability to work independently, set priorities, organize work, and meet deadlines
  • Experience managing and leading diverse groups, peers, vendors and others in a highly matrixed environment
  • Excellent communicator; able to convey information across all levels of an organization (technical and business); effective writing skills; comfortable making presentations to senior leadership
  • Demonstrated ability to influence clinical and technical professionals to accomplish project goals and objectives
  • Experience in dealing with highly confidential, secured, and financial matters; practical application of HIPAA and privacy rules a plus
  • Knowledge of technology-related initiatives and an understanding of impact to the organization of such initiatives
  • Understands how projects relate to other business strategies and initiatives

Preferred:

  • Relevant PM Certification or educations (PMP or equivalent)
  • Master's degree or equivalent experience in Health Informatics, Public Health, or Healthcare Administration
  • Hands-on experience with systems and tools typically used in healthcare analytics projects: medical records/clinical data systems, Extract, Transform, and Load (ETL) applications, Structured Query Language (SQL), Python, Tableau, etc.
  • Familiarity with data governance and data stewardship principles and practices
