Every Citizen Has Opportunities, Inc. (ECHO) was established to offer comprehensive, individualized employment, vocational training, and community integration opportunities for adults with disabilities. ECHO provides services in our facility and on-site services for businesses in the Northern Virginia area.

Summary

Under the supervision of a Program Coordinator, manage production within a host company or community job site while training, employing, and supervising adults with disabilities and managing ECHO's contract with the host company.  Provide coverage for ECHO drivers as needed.

Responsibilities/Essential Functions

  1. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions
  2. Provide supervision to program participants to ensure health and safety as dictated by their individual service plans, and/or per the direction of the Chief Executive Officer, Director of Program Services, Program Coordinator, or other ECHO management
  3. Implement individual service plans, to include collecting and analyzing related data 
  4. Relay information about significant participant activity to Program Coordinator, Employment Services Manager, and/or Director of Program Services as appropriate
  5. Evaluate, train and supervise program participants in the operation of equipment within their capabilities
  6. Ensure all program participant data, such as data sheets and time cards, meet agency and regulatory standards and is submitted in a timely manner
  7. Maintain necessary production and payroll records
  8. Perform time studies to assure correct remuneration of workers
  9. Manage program participant hours for greatest productivity and coverage
  10. Assure program participant integration with host company work force, following Janelia Farms property and building rules and procedures
  11. Perform routine maintenance and make minor repairs on equipment
  12. Maintain inventory of equipment and supplies and request from ECHO and/or host company an adequate level of supplies in a timely manner to maintain production requirements
  13. Plan for integrated "down time" activities
  14. Participate in in-service training and coordinate monthly emergency drills to satisfy agency needs
  15. Provide crisis intervention as necessary.
  16. Assist Marketing Manager in contract negotiations as requested and serve as on-site liaison with contracting company
  17. In the event of a production emergency, complete production without program participant assistance within time lines mandated
  18. May be required drive-must be available from 6:30am to 6:30pm Monday through Friday to provide coverage for drivers, as needed:
    1. Pick up program participants at their homes/specified locations, take them to their worksite, service provider and/or intermediate transportation rendezvous locations and return them to the specified location
    2. Assist persons with disabilities from/to their residence and on an off the vehicle as necessary to assure the riders safety
    3. Adjust/secure seatbelts and wheelchair tie down devices for a stable and safe ride
    4. Position vehicle and operate wheelchair lift in an appropriate and safe manner
    5. Report absent riders daily
    6. Using required reporting forms, complete daily vehicle control information forms including, but not limited to, rider attendance, vehicle safety checks, fuel, or memos for vehicle repair
    7. Report program participant incidents, accidents, seizures, illnesses, and behavior issues to proper authority in a timely manner
    8. Report any personal traffic violations or collisions (whether on or off the job)
    9. Refrain from the use of any intoxicating drug
  19. Perform additional related duties as assigned

 

Knowledge/Skills/Abilities

  • Considerable knowledge of developmental disabilities.
  • Thorough knowledge of typical groundskeeping practices.
  • Proven ability to be flexible in organizing, scheduling, and working to meet production requirements
  • Proven knowledge in the operation and maintenance of typical groundskeeping equipment
  • Knowledge of specific training techniques including task analysis, behavioral objectives, and supported employment guidelines.
  • Proven ability to support persons with challenging behaviors and intensive training needs
  • Ability to establish and maintain effective working relationships with program participants, their families, co-workers, and host company management and staff
  • Ability to interpret and implement contract specifications and maintain quality control
  • Proven computer skills including Microsoft Office applications, email and internet use, and ability to learn ECHO-specific programs
  • Proven ability to establish and maintain effective working relationships with program participants, their families, co-workers, management, and staff
  • Proven driving skills and ability to operate multi-passenger vehicles and mechanized work equipment
  • Effective oral and written communication skills including ability to record and analyze data, write reports, maintain files, and process paperwork

Required Qualifications

  • Associate degree in Social Services, Human Services, or related field
  • Minimum one year of supervisory experience
  • Minimum one year experience in vocational and/or training of persons with disabilities in groundskeeping operations
  • Valid driver's license and driving record meeting insurance requirements

 

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing duties of this job, the employee is required to push a wheel chair with rider, lift up to 50 pounds, stand for extended periods of time, perform groundskeeping task in various weather conditions, drive a vehicle, and support persons with challenging behaviors, which can be physical.

FLSA Classification: Non-Exempt

Salary Range: $15.38 - 17.00/hour
