Overview

The Resident Care Director is responsible for the implementation and maintenance of Resident Service and Standards of resident care in accordance with corporate guidelines and Department of health and Environmental Control (DHEC).

Under the general direction of the Administrator, the Resident Care Director is responsible for planning, organizing, staffing and coordinating the resident care staff, supplies, and equipment in such a way that meaningful resident service is established to render optimum resident care.

Responsibilities

1. Policies

Is responsible for assuring that resident care practices / policies are followed.
Assures that Resident Care Staff abides by company policies and procedures.

Provides feedback through appropriate chain of command recommending any needed change in Policy.

2. Planning and Organizing

With the Administrator, the Resident Care Director decides the staff mix (PCA's / CNA's)

Provides sufficient staff to assure uninterrupted service to residents at all times.

Implements and maintains a system for assuring all appropriate staff participates in required in-servicing. Ensures that personal care staff receive required competency testing upon hire, annually and according to the state regulations.

Implements and keeps current a system that identifies due dates for Resident's annual FL-2 (and Physical Exam), Care Plan and 30-day assessment and any appropriate TB testing.

Informs the Contract Nurse of Resident Care staff requiring competency testing upon employment and annually. Insures that it is completed.

Informs the Contract Nurse of resident's requiring 90-day assessments. Insures that assessments are done. Informs the Contract Nurse of any residents' who have experienced a significant change of condition and insures a reassessment is completed within 30 days.

3. Staffing

Obtain by recruiting, interviewing, verifying references, obtaining criminal checks and employing the number and categories of Resident Care personnel needed.
Explain personnel policies and individual duties to each new employee and assist with orientation to the facility and his / her job.
Delegate the authority required for the performance of their jobs to the Supervisor-In-Charge.

4. Directing

Monitor, by daily rounds, the work of all personal care staff and Supervisors-In-Charge.
Establish and maintain individual personnel records on each Resident Care Staff.
Evaluate the work of each resident care staff person and periodically discuss the evaluation with the employee.
Provide opportunities for regular staff meetings.
Counsel and develop employees as the need is apparent; dismiss from employment as policy and need indicate (with the approval of the Administrator and / or HR Department).

5. Resident Care

Ascertain that each resident has a care plan and that the Resident Care Assistant is aware of and following it.
Insure that Resident Care Staff are providing medications, diets, rehabilitative / restorative measures, activities of daily living and safety measures.
Schedule conferences with resident and family when necessary to discuss policies and concerns relating to resident care issues.
Refer residents and families to appropriate community agencies as necessary.
Make personal rounds of entire resident census on a daily basis to be informed of and involved with the resident's problems and to make sure staff is rendering proper and adequate care.
Schedule and conduct regular conferences with the staff to explore and explain difficult resident behavior and resolve problems of resident care.

6. Resident Records

Review controlled substances weekly to ascertain that they are properly counted and documented from shift to shift.
Perform record audits of a sample number of medical records monthly to insure proper charting and documentation of care; confer with SIC's not properly documenting.
Prepare forms to insure that the facility receives correct payment (i.e., Enhanced care).
Respond to pharmacy reports.
Respond to LHPS recommendations and any other resident care issues.
Respond to Corporate Quality Assurance reports as required.

7. Other Duties

Assist in maintaining quality assurance data and reports with the Corporate Quality Assurance Consultant.
On-Call Duty
Other duties / responsibilities as assigned by the Administrator.

Qualifications

1) Must be 21 years of age.

2) Must have required references and criminal record check.

3) Required to have the two-step Tuberculosis (TB) testing in accordance with DHEC regulations.

4) Must hold active, unencumbered SC LPN / RN License.

5) Must be a certified Medication Technician.

6) Must be able to document CNA certification or completion of PCA 80 hour training.

7) Ability to work with inspectors, monitoring, and licensing agencies.

8) Must have Long-Term Care experience in a supervisory or managerial capacity.

9) Must possess a working knowledge of resident care, particularly with the geriatric and adult special care needs

population.

10) Must have knowledge and awareness of restorative / rehabilitative principles and techniques to help insure that

residents maintain the highest level of functioning.

11) Must have a working knowledge of applicable DHEC regulations.

12) Must earn 12 hours per year of continuing education credits related to resident care, six of which must be

medication.

Work Environment

Well-lighted, air-conditioned / heated environment; may be exposed to residents with communicable diseases or confused residents who become combative. May be required to work outside on occasion when required by resident care needs (i.e., resident walks or other outdoor resident activities).

Latex gloves, goggles, for standard precautions.
