The Suspected Child Abuse and Neglect (SCAN) Social Work Program Manager is responsible for the coordination and administrative management of the LPCH SCAN team, the goal of which is to improve health outcomes for children who are at risk or who have experienced abuse or neglect. Working closely with SCAN Medical Director, the SW Manager ensures that the educational and training, intervention, and prevention objectives of the SCAN team are fulfilled to ensure that appropriate medical, legal, and bio-psycho-social interventions occur for LPCH/ Stanford University Medical Center patients/families who are affected by child abuse/neglect.

Essential Functions

Must perform all duties and responsibilities in accordance with the Service Standards of the Hospital(s).

  • Assist in the creation of a SCAN curriculum to provide education and training on child abuse and neglect for the following healthcare professionals: LPCHS hospital and Stanford ED staff, Stanford medical students, community pediatricians, NPs, RNs and social workers in select LPCHS Children's Health Alliance clinics.

  • Assist Stanford University in coordinating Stanford's Annual Medical Response to Child Abuse and Neglect Conference for clinical providers.

  • Provide standard and refresher trainings for SW staff re: performing thorough risk assessments and reporting suspected child abuse/neglect.

  • Sustain and continue to develop standard work created by social work department regarding rapid identification in medical record of: suspected child abuse and neglect cases, whether risk factors have been addressed/ resolved, and whether further SW assessment/intervention is needed.

  • Streamline and standardize handoff between LPCH inpatient SW and LPCH outpatient SW teams to ensure close follow up of high risk families after discharge.

  • Collaborate with outpatient social workers to standardize care coordination of patients referred to CPS; identify and implement method of tracking and intervening with families at high risk for medical neglect (i.e., who miss >3 appts) to ensure medical compliance.

  • Sustain established rollout plan for embedded Suspected Child Abuse Report (SCAR) in electronic health record (EHR) to facilitate data collection and flagging of high-risk patients/families at future admissions. Expand embedded SCAR to SUH ED.

  • Design and implement triggers in Epic to standardize consults to SCAN Team and SW to facilitate timely consults.

  • Track data collection of patients reported to CPS each month.

  • Track the cost to care for children suspected of having been abused for tax exemption purposes.

  • Facilitate multidisciplinary SCAN team analysis of SCAN consults and results of SCAN interventions to continually monitor and evaluate program. Identify gaps and opportunities for ongoing process improvements to continue to improve outcomes for children and families affected by abuse/neglect.

  • Develop and implement prevention strategies to address child abuse/neglect issues, including providing education/ training to community providers re: identification of early risk factors of child abuse and neglect, collaborating with community partners/ County Public Health Depts to develop and disseminate child abuse prevention materials (ie, Purple Crying, etc) to new parents, collaborate with local Child Death Review Teams.

  • Provide consultation to SW staff/ medical teams as needed re: psychosocial management of suspected child abuse and neglect cases.

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.

Education: Master's degree in Social Work from an accredited college or university

Experience: Minimum of three (3) years of progressively responsible and directly related work experience in program management.

License/Certification: CA Licensed Clinical Social Worker - Valid license as a Licensed Clinical Social Worker (LCSW) issued by the California Board of Behavioral Sciences

Knowledge, Skills, and Abilities

  • Ability to apply theories, principles and practices of medical social work and of social services delivery systems in a hospital or medical center setting

  • Ability to gather data needed to needed to assess needs of patients and families

  • Ability to manage a caseload, recall case details; maintain confidentiality of information; determine the appropriate course of action in emergencies and other stressful situations

  • Ability to provide written case narratives and reports

  • Ability to speak, read, write, and understand English effectively at a level appropriate for the safe and effective performance of the job.

  • Knowledge of and ability to apply effective assessment, interviewing, and counseling techniques

  • Knowledge of and ability to apply social work theories, principles and techniques

  • Knowledge of hospital and medical center resources to access and provide for patient care needs, and act on behalf of client needs to obtain necessary services

  • Knowledge of needs, problems, attitudes, and behavior of hospital patients and their families
