The Human Resources Manager is a strategic business partner providing HR counsel on talent, employee relations, and policy decisions. The Human Resources Manager will lead all aspects of HR/personnel activities including but not limited to:
  • Recruitment
  • On-Boarding
  • Labor & Union Relations
  • Regulatory Compliance (OCCP, EEO, AA, etc)
  • Legal Compliance
  • Budgeting & Planning
  • Employee Relations
  • Training and Development
  • Compensation and Benefit Administration
  • Performance Management & Evaluations
  • Policy and Procedure Management
  • Succession Planning


This leader is expected to represent the view of the employees in management decisions, and represents management to employees in communicating management decisions. Serves as a coach and confidant to the management team. Ensures that HR goals align with overall business objectives.

  • 4-year degree in Human Resources or related Business field of study.
  • HR certification (SPHR or SHRM-SCP).
  • 5+ years of progressive HR Management experience.
  • 2+ years of Labor Relations & Federal contractor work experience.
  • 2+ years of Recruitment and Talent Acquisition experience.
  • Proficiency with HRIS, timekeeping systems, and MS Office - Word, Excel, Outlook.
  • Extensive knowledge of federal and Hawaii state laws related to Human Resources.
  • Strong interpersonal skills and high emotional intelligence in order to communicate effectively with all levels of employees, customers, and vendors in a variety of settings.
  • Able to successfully navigate difficult situations and comfortable having hard conversations.
  • Write, edit, update, and communicate HR policies and procedures and employment related issues.
  • Able to build a bench of talent and continue a team of administrators, supervisors, and managers to achieve HR objectives and goals.
  • Demonstrated ability to remain flexible in a demanding work environment and skilled in leading Change Management.
