GENERAL DESCRIPTION Under general supervision of the Deputy Public Works Director, performs a variety of skilled work, at the journeyman level, in the ongoing continual care, maintenance and renovation of City facilities. Employees in this class are expected to perform skilled maintenance mechanics with detailed knowledge of maintenance practices for a wide variety of municipal facilities and public housing including all associated building and mechanical systems.  Provides training to less experienced personnel as assigned, and performs a variety of tasks in the construction repair, and maintenance of municipal facilities. MINIMUM REQUIREMENTS High school diploma or GED; supplemented by five (5) years previous experience and/or training that includes facilities maintenance in the areas of painting, masonry, plumbing, carpentry, heating & ventilation, and electrical installation and repair to buildings and equipment; or an equivalent combination of education, training, and experience. Valid California Driver's License  and acceptable driving record. Main Essential Functions Performs skilled and semi-skilled trades work to service the specific maintenance needs of all City facilities and buildings, including City Hall, Community Center, and municipal pier.   Insures that buildings, equipment and appliances are properly maintained by utilizing skills in the areas of painting, masonry, plumbing, carpentry, and electrical installation and repairs to building, equipment and appliances.   Insures that heating, ventilating and related equipment are operating safely and efficiently by cleaning, servicing and repairing said equipment on a regularly scheduled basis and/or when equipment is not operating properly.   Maintains integrity of internal and external structures by providing repairs on all types of roofing, cabinets, floors, windows, footings, siding and makes structural repairs at the journeyman level, and performs other related carpentry work as needed.   Measures, cuts, threads and installs pipes, performs exterior and interior painting, removal and installation of glass windows.  Maintains proper records for the orderly reporting and scheduling of work.   Develops an ongoing knowledge of use, techniques and comfort level with equipment and determines the need for and/or performs routine maintenance of equipment by developing a level of understanding of the equipment based upon prior use, reading the instructional materials provided with the equipment and familiarity with its use and purpose.   Develops and maintains a working knowledge of methods, materials, tools and practices used in trades related to facilities maintenance by obtaining on the job training, and through classroom training and attendance at seminars.   Maintains all door locks and installs locking hardware.   Makes recommendations to improve equipment and structures by noting areas that are in need of care or maintenance beyond what is typically provided.   Reduces the risk of injury and/or illness to citizens and public workers by maintaining aesthetically appealing, clean, sanitary and safe areas through the consistent and timely repair and maintenance of buildings and related equipment.  Maintains public and worker safety by proper placement of tools and equipment while providing service or maintenance.   Operates a variety of hand and power equipment used in facilities maintenance; performs all duties in conformance to appropriate safety and security standards.   Performs a variety of tasks related to the preventive maintenance, inspection and repair of City facilities including City Hall facility, Community Center, and municipal pier.   Participates and assists in the construction, rehabilitation and/or upgrade of City facilities including capital improvement projects.  Coordinates with other divisions and agencies as assigned.   Assists in updating of logs, records and technical information as assigned. Knowledge, Skills and Abilities Required Knowledge of equipment, facilities, materials, methods and procedures used in maintenance, construction and repair activities; skill in operating the listed tools and equipment.    Knowledge and training in safe working standards for lead-based paint and molds.   Knowledge and skills related to the maintenance and inspection of timber ocean piers and timber pedestrian bridges.   Knowledge and skills required in the maintenance, repair, installation and inspection of various types of commercial electrical lighting including outdoor ball fields and park lighting.   Knowledge and skills required in the maintenance, repair, and installation of building security systems including locks, keys, master keying, electronic access systems, video monitoring and recording systems, building fire and security alarm installations.   Demonstrated responsibility sufficient to be a custodian of master keys that provide access to all City  facilities.   Knowledge and skills required in the maintenance, repair, inspection, and installation of electrical motors, pumps, mechanical ventilation and heating systems and related components and controls.   Knowledge and skills required in the maintenance, inspection and repair of a variety of roofing systems for residential and commercial buildings.   Knowledge and experience in the various methods of graffiti abatement and the proper use of a variety of hazardous chemicals.   Knowledge and experience in the methods, techniques and equipment utilized in clearing wastewater lines.   Knowledge of safety equipment and its correct usage related to the above trades; knowledge of service and maintenance of common appliances found with various facilities.   Ability to supervise and train individuals in lower building maintenance classifications and to work both as an individual and as a member of a team.   Ability to perform heavy labor, including lifting or moving up to 100 pounds.   Ability to apply principles of logic or rational systems related to a particular craft or trade; ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and the ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.   Ability to exercise the judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties, which are often characterized by, frequent change.   Ability to calculate decimals and percentages; ability to perform mathematical operations with fractions; and ability to calculate surface areas, volumes, weights, and measures.   Ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and the ability to exercise judgment to adopt or modify methods and standards to meet variations in assigned objectives.   Ability to keep records; read and interpret plans and maps; understand and follow verbal and written directions.   Ability to establish and maintain cooperative relationships with co-workers and the public.   Ability to maintain mental capacity that allows the capability to make sound decisions and demonstrates intellectual capabilities.   Ability to be on call, stand-by and work weekends on a regular basis if required.
