Description

Incumbent is based in the Dr. Rafael Pealver Dental Clinic and Jefferson Reaves Sr. Dental Clinic under the direct supervision of the lead Dentist of the site. This is a Senior Clerk position. The primary functions are a variety of clerical duties related to Clinical Administrative Support Services.

Duties include front desk reception/greeting, appointments, registration/eligibility, financial clerk/cashiering, EHR/ Medical Records, and phone operations. Incumbent will follow HIPAA and information security regulations set by federal, state and local policies to ensure confidentiality and privacy of the client health information. Incumbent will establish good rapport with staff and clients and provide excellent customer service. Incumbent is expected to adhere to established Health Department policies and procedures.

Registers clients in HMS and determines method of payment. Interviews and records patient demographic and insurance/financial information. Verifies client, insurance information and ensures accurate and up-to-date data is recorded. Checks, verifies and records FMMIS, WAGEs, or other information systems. Obtains authorizations for 3rd party billing as required. Safeguards the integrity of the database by ensuring that the client is properly registered in accordance with the Health Management System (HMS) procedures and is not duplicated. Prepares and witnesses consent forms and release of information on all clients as needed. Assists in clerical duties: schedules appointments, calls clients to confirm and remind clients of pending appointments, calls clients for missed appointments and schedules new appointments. Greets client, determines purpose of visit, directs client to specific destinations. Answers customers' questions, provides information and routes clients following procedures. Follows client check in and check out processes, completes or provides for completion the necessary forms and copies/scans required client documents. Operates telephone system to answer, transfer calls, provide information, takes messages. Protects the security of electronic (EHR) or hard copy medical records to ensure that confidentiality is maintained. Ensures that the client's medical record/EHR is completed following MDCHD policy and procedure and Department's Health Record Policy DOHP 380-1-09, utilizing approved forms/screens and following program requirements. Review records/EHR for completeness, accuracy and compliance with policies and procedures. Files medical records/EHR using filing/scanning system established by the agency. Routes the medical record to the appropriate area in a timely manner, retrieves by end of day, following the log out/in procedure to account for all records. Assists the Risk Management staff in retrieving client information for subpoenas and any legal requirements. Processes release of information (ROI) request to ensure that valid authorization has been given by the client or the client's legal representative; releases information to persons and agencies according to regulations. Retrieves returns and files (using filing system established by the agency) medical records of clients who come to the clinic on a daily basis and purges records for storage in accordance with agency policy. Limits access to client health records only to those individuals with a legitimate need to know. Ensures clients are appropriately registered in the Florida System. Is cross trained to cover for other employees at other clinics for annual leave and sick leave. Attends staff meetings and trainings. Serves as cashier for the clinic reviewing client accounts and collects outstanding balances according to the established sliding fee scale and agency policy. Reviews super bill to ensure information is entered accurately in the HMS record-of service section. Marks and bills and receives payment by cash, credit and debit cards. Verifies insurance information is correct in HMS and bills correct insurance. Records data into HMS, issues receipts, provides change and/or refunds due to clients. Operates office machines such as; computer, credit card machine and calculator. Reconciles cash drawer daily, prepares deposits and submits total collections daily to supervisor. Accounts for and documents fees collected and processes third party reimbursements and forwards Third Party super bills to the billing department. Reconciles cash drawer daily, responsible for daily cash collection log, change fund (petty cash), assembles daily reports and prepares weekly deposits for Dunbar pickups, scans reports to accounting drive, and responsible for combination of safe ensures all end of day procedures are performed in accordance with established guidelines. (duplicate). Documents in the HMS System the proper HMC codes. Attempts to collect unpaid account balances in accordance with written guidelines. Review billing encounter for completeness. Performs other related duties as required.

Coordinates outreach activities with volunteers and staff to public schools, outreach programs and the community

Participates in at least two health fairs annually.

Performs other duties as assigned.

Knowledge, Skills and Abilities:

Knowledge of the principles and practices of cashiering (Petty Cash handling, credit card machine handling, closing reports, deposits).

Knowledge and proficiency with computers and various computer programs and software.

Knowledge and Experience of front desk duties (registering patients, making and confirming appointments, collecting and scanning patient documents, printing necessary forms, and calling recall patients).

Knowledge and Experience in customer service (addressing client concerns, helping dissatisfied clients, facilitating communication between clients and staff members, etc).

Knowledge and Proficient with Dental Software to register patients, make/delete appointments, enter patient documents, retrieve reports, print referrals, and update medical history alarms.

Knowledge and Proficient with electronic health records.

Knowledge of Dental terminology and CDT/ADA dental codes and concepts.

Knowledge of Medicaid (dental plans) Insurance verification, billing claims, pre-authorizations, payment verifications, and referrals through the webportal and/or phone.

Knowledge of Dental HMO/PPO Insurance verification, billing claims, pre-authorizations, payment verifications, and referrals through the webportal and/or phone.

Other job-related requirements for this position:

Bilingual in English and Spanish (including the meaning and spelling of words, rules of composition, grammar and pronunciation).
