Description: As a Watch Team Member for the National Infrastructure Coordinating Center (NICC) of the Department of Homeland Security (DHS) you will be responsible for assigned task during their shift. Watch Team Members shall research, analyze, compose, edit and review NICC products; and perform initial analysis of information on questions, issues, or events involving the nation's Critical Infrastructure. Watch Team Members will be responsible for monitoring unclassified and classified LAN accounts, in accordance with their security clearance for infrastructure-related information, interfacing with sector representatives, responding to initial requests from the sectors or other parts of DHS, and performing initial research for infrastructure related incidents or request for information from NICC customers.


The NICC maintains 24x7 situational-awareness and crisis monitoring of critical infrastructure and shares threat information, in order to reduce risk, prevent damage, and enable rapid recovery of critical infrastructure assets from incidents caused by natural disasters, attacks, or other emergencies. As a 24x7 operational component of National Protection Programs Division (NPPD)/Infrastructure Protection (IP) and the critical infrastructure functional element of the DHS National Operations Center (NOC), the NICC is the information and coordination hub of a national network dedicated to protecting critical infrastructure essential to the Nation's security, health and safety, and economic vitality.


The NICC Watch serves as IP’s operational element, provides timely, relevant, and accurate all hazards information to the Assistant Secretary of Infrastructure Protection, Critical
Infrastructure (CI) owners and operators, and other security partners to ensure that they have a dynamic, comprehensive understanding of the impact that significant incidents and natural disasters have on the Nation’s infrastructure. The NICC Watch maintains operational and situational awareness of CI; provides mechanisms for coordination with government and private sector partners; contributes to national reporting; distributes key products; and shares actionable information with security partners.


The candidate must be have strong analytical, oral and written communication skills for NICC Operations during Steady - State and incident operations to maintain operational and situational awareness of the nation’s critical infrastructure. This support includes the following:

  • Staff and support defined NICC Watch locations during steady state and incident operations 24x7x365. These include;
  • The primary watch.
  • The National Cyber security and Communications Integration Center (NCCIC).
  • The National Operations Center’s (NOC) Nebraska Avenue Complex (NAC) in Washington, DC.
  • Monitor, collect, and evaluate open source information such as social media, network news, web sites related to critical infrastructure, and official sources for all hazards (physical and cyber based) that may impact critical infrastructure.
  • De-conflict, organize and communicate information in written and verbal manner, which is clear, concise and efficient, to maintain a dynamic, comprehensive understanding of the current status of Critical Infrastructure as well as the cascading impacts from damaged critical infrastructure.

The Candidate must be able to maintain working relationships with interagency operations centers, the Sector Specific Agencies as identified in the National Infrastructure Protection Plan (NIPP), Appendix B, and PPD 21, IP entities, and critical private sector partners, including Sector Coordinating Councils, Government Coordinating Councils, and private sector Information Sharing and Analysis Centers.

  • Assist in the development and maintenance of contact databases i.e. MS Outlook and Emergency Notification System for all NICC stakeholders and provide documentation for all procedures and content management.
  • Assist with the content management and maintenance of web-based information on the Homeland Security Information Network Critical Sectors.
  • Generate reports as required and/or at the direction of the Federal Senior Watch Officer to include but not limited to the following;
  • Situational Awareness Report – The Situational Awareness Report is generated when an incident or event has actual or potential impacts to critical infrastructure as defined by NICC and IP critical information requirements. It serves as initial notification and provides a brief snapshot of current incident/event operations and operational impacts.
  • Current Situation Report (CSR) – The CSR is generated when the impact of an incident or event continues for an extended period of time or when an incident has an actual or potential impact to critical infrastructure. It provides an in-depth analysis of an incident and includes supplemental information on impacts to critical infrastructure. A comprehensive listing of products will be further described during the kick off meeting.
  • Critical Infrastructure - Suspicious Activity Report (CI-SAR) – The CI-SAR is utilized to identify, report, share, and track suspicious activity reporting determined to have a potential nexus to terrorism. The CI-SAR is disseminated to internal and external IP, DHS, law enforcement agencies, and critical infrastructure partners who have a need to know.

Qualifications:


REQUIRED EDUCATION/SKILLS: TS with eligibility for SCI and 5 years of DHS, military staff or other similar related experience at executive staff. BA/BS or prior experience senior DHS or military staff operations experience or a related field as substitute for degree is required. Candidates must also meet the following skill requirements:

  • Ability to plan and organize tasks independently
  • Exercise sound operational judgment
  • Strong written and oral communication, organization, and interpersonal skills
  • Ability to pose creative solutions to operational challenges

DESIRED EDUCATION/SKILLS: BA/BS in any field, military staff course (Battle Staff, ILE, JPME I) SMC, JPME II, ELC, etc.

Security Clearance: Active TS Special Access / Access. Position does not require an SCI Polygraph

Previous Watch Experience

Intelligence Analyst experience preferred.
