DUTIES
The Director, Development and Sales is responsible for leading and directing the sales operations function and tactical marketing campaigns and programs for L.A. Care’s multiple lines of business. The Director establishes, develops and executes strategic and tactical sales plans including quotas and sales objectives. The Director is accountable for ensuring the maximization of sales force competency and performance. The ideal candidate must be able to present solutions and recommendations to internal and external audiences supported by research, fact finding and financial analysis as appropriate. Position is responsible for the management and oversight of the Sales Team and General Agents and for the assessment, development and implementation of growth strategies for L.A. Care's direct lines of business.

In this leadership role, the Director is required to collaborate and contribute to organizational initiatives that support our product lines, contracted provider partners and key stake holders. L.A. Care is a public agency and requires our employees to act in a professional manner and demonstrate the highest professional ethics and integrity. Product lines include Medi-Cal, Healthy Kids, Medicare Advantage, Covered California Marketplace and Cal MediConnect. Initiatives include Medicare Star Ratings improvement, technology incentive programs for providers, Health Care Reform program development and member retention. As a recognized subject matter expert the Director provides leadership to educate, develop, motivate and empower the sales team to achieve objectives with a focus on building effective business relationships within our markets. Position reports to the Senior Director, Sales and Marketing. The Director represents the Senior Director at strategic initiative and senior level management meetings both internal to L.A. Care and with organizations within the L.A. County marketplace.

QUALIFICATIONS & REQUIREMENTS:

EDUCATION:
Required:
Bachelor's Degree healthcare administration, project management, business administration/management, marketing or a related field.

FOREIGN LANGUAGE
Preferred:
Bilingual in one of LA Care Health Plan’s threshold languages:
English, Spanish, Chinese, Armenian, Arabic, Farsi, Khmer, Korean, Russian, Tagalog, Vietnamese, Korean

LICENSES/CERTIFICATIONS
Required:
State of CA Dept. of Insurance license. (or ability to obtain within 30-90 days of employment dependent on license/certification agency schedules).
AHIP certification, Covered CA certification (or ability to obtain within 30-90 days of employment dependent on license/certification agency schedules).

EXPERIENCE:
Required:
With Bachelor's Degree: 6-8 years of project management, healthcare administration, and product management experience with demonstrated increasing levels of successful planning and results; at least 5 years of health plan management expertise.
