Under the general direction of the Chief Executive Officer (CEO):
Education and Experience: Any combination equivalent to graduation from college with a major in accounting and ten years of responsible experience in governmental accounting or business administration. Certified Public Accounting license is desirable.
Licensing: California driver's license (Class C).
Typical Responsibilities: Knowledge of irrigation business administration; district, state, and federal laws and policies affecting Authority operations; governmental budgeting, accounting, and auditing theory and practices, particularly as they relate to water districts and employment law.

Under the general direction of the Chief Executive Officer (CEO):
- Monitor cash balances and cash forecasts.
- Arrange for debt and equity financing.
- Invest funds, including pension funds.
- Oversee the issuance of financial information.
- Maintain appropriate insurance coverage.
- Review and analyze monthly financial results and provide recommendations.
- Oversee the preparation and communication of weekly, monthly and annual financial statements.
- Supervise the accounting department to ensure the proper functioning of all systems, databases and financial software.
- Ensure timeliness and accuracy of financial and management reporting data for federal funders, foundations, investors and company’s board of directors.
- Report financial results to the board of directors.
- Engage finance committee and/or board of directors to develop short term and long-term plans, projections and budgets.
- Provide regular maintenance and backup of all accounting systems and supervise company financial staff.
- Review and ensure application of appropriate internal controls.
- Assess and evaluate financial performance of organization with regard to long-term operational goals, budgets and forecasts.
- Understand and mitigate key elements of the company's risk profile.
- Report risk issues to the audit committee of the board of directors.
- Ensure that record keeping meets the requirements of auditors and government agencies.
- Manage cash flow planning process and ensure funds availability.
- Oversee cash, investments and asset management area.
- Explore new investment opportunities and provide recommendations on potential returns and risks.
- Maintain outstanding banking relationships and strategic alliances with vendors and business partners.
- Utilize forward-looking models and activity-based analyses to provide financial insight into the organization’s plans and operating budgets.
- Maintain relations with external auditors and investigate their findings and recommendations.
- Organizes, develops, and administers the fiscal services of the Authority including accounting, billing, collection, assessment, data processing and budgeting.
- Collects, organizes and analyzes data related to organizational, functional and fiscal activities, programs and services of the Authority.
- Plans budget control procedures.
- Participates in the coordination, development and implementation of the annual budgets.
- Consults with and advises Authority officials in budget matters.
- Submits fiscals and budget reports to the CEO and COO.
- Controls the establishment and maintenance of all accounting methods and procedures of the fiscal services department.
- Directs the preparation of financial statements, related reports, and surveys.
- Performs special cost studies, evaluations, and other projects as directed by Executive staff.
- Responds to and resolves financial issues involving Member Agencies, the Authority, and other agencies.
- Evaluates and recommends actions for basic changes in the accounting procedures and system.
- Represents the Boards policies and programs with employees, Member Agencies and other government agencies.
- Administers data processing related activities.
- Advises as to business responsibilities and liabilities of the Authority for consideration by the COO.
- Prepares agenda items for consideration by the COO, and the Board of Directors (including committees).
- Attends Board of Directors and committee meetings.
- Interprets and applies legal requirements and Authority policies to all business activities.
- Interprets the business services program to the staff and the community.
- Assists in implementing and maintaining Authority safety practices and programs.
- Carries out special projects and other duties assigned by the COO.
- Assume responsibility for the Authority's fiscal services department
- Anticipate problems concerning cash flow, budgets, and overall accounting practices (including development and implementation of solutions).
- Provide financial leadership to subordinates and other officials.
- Establish and maintain cooperative working relations with other personnel, the general public and governmental representatives.
- Effectively receive and disseminate information (including oral and written reports).
- Implement and monitor safety programs for all personnel and incorporate safe practices into performance of job duties.
- Work, generally, indoors in a controlled physical environment.
- Expend moderate physical energy while sitting, standing, walking (work is mostly sedentary).
- Effectively demonstrate the application of all skills, knowledge, and aptitudes required to carry out the duties cited above.
