Job Description – Chief Financial Officer

The Chief Financial Officer is a corporate officer primarily responsible for managing the financial risks of the corporation. This officer is also responsible for financial planning and record-keeping, as well as financial reporting to higher management

Under the general direction of the Chief Executive Officer (CEO):
  • Monitor cash balances and cash forecasts.
  • Arrange for debt and equity financing.
  • Invest funds, including pension funds.
  • Oversee the issuance of financial information.
  • Maintain appropriate insurance coverage.
  • Review and analyze monthly financial results and provide recommendations.
  • Oversee the preparation and communication of weekly, monthly and annual financial statements.
  • Supervise the accounting department to ensure the proper functioning of all systems, databases and financial software.
  • Ensure timeliness and accuracy of financial and management reporting data for federal funders, foundations, investors and company’s board of directors.
  • Report financial results to the board of directors.
  • Engage finance committee and/or board of directors to develop short term and long-term plans, projections and budgets.
  • Provide regular maintenance and backup of all accounting systems and supervise company financial staff.
  • Review and ensure application of appropriate internal controls.
  • Assess and evaluate financial performance of organization with regard to long-term operational goals, budgets and forecasts.
  • Understand and mitigate key elements of the company's risk profile.
  • Report risk issues to the audit committee of the board of directors.
  • Ensure that record keeping meets the requirements of auditors and government agencies.
  • Manage cash flow planning process and ensure funds availability.
  • Oversee cash, investments and asset management area.
  • Explore new investment opportunities and provide recommendations on potential returns and risks.
  • Maintain outstanding banking relationships and strategic alliances with vendors and business partners.
  • Utilize forward-looking models and activity-based analyses to provide financial insight into the organization’s plans and operating budgets.
  • Maintain relations with external auditors and investigate their findings and recommendations.
  • Organizes, develops, and administers the fiscal services of the Authority including accounting, billing, collection, assessment, data processing and budgeting.
  • Collects, organizes and analyzes data related to organizational, functional and fiscal activities, programs and services of the Authority.
Job Responsibilities – Chief Financial Officer
  • Plans budget control procedures.
  • Participates in the coordination, development and implementation of the annual budgets.
  • Consults with and advises Authority officials in budget matters.
  • Submits fiscals and budget reports to the CEO and COO.
  • Controls the establishment and maintenance of all accounting methods and procedures of the fiscal services department.
  • Directs the preparation of financial statements, related reports, and surveys.
  • Performs special cost studies, evaluations, and other projects as directed by Executive staff.
  • Responds to and resolves financial issues involving Member Agencies, the Authority, and other agencies.
  • Evaluates and recommends actions for basic changes in the accounting procedures and system.
  • Represents the Boards policies and programs with employees, Member Agencies and other government agencies.
  • Administers data processing related activities.
  • Advises as to business responsibilities and liabilities of the Authority for consideration by the COO.
  • Prepares agenda items for consideration by the COO, and the Board of Directors (including committees).
  • Attends Board of Directors and committee meetings.
  • Interprets and applies legal requirements and Authority policies to all business activities.
  • Interprets the business services program to the staff and the community.
  • Assists in implementing and maintaining Authority safety practices and programs.
  • Carries out special projects and other duties assigned by the COO.
Job Requirements – Chief Financial Officer
  • Assume responsibility for the Authority's fiscal services department
  • Anticipate problems concerning cash flow, budgets, and overall accounting practices (including development and implementation of solutions).
  • Provide financial leadership to subordinates and other officials.
  • Establish and maintain cooperative working relations with other personnel, the general public and governmental representatives.
  • Effectively receive and disseminate information (including oral and written reports).
  • Implement and monitor safety programs for all personnel and incorporate safe practices into performance of job duties.
  • Work, generally, indoors in a controlled physical environment.
  • Expend moderate physical energy while sitting, standing, walking (work is mostly sedentary).
  • Effectively demonstrate the application of all skills, knowledge, and aptitudes required to carry out the duties cited above.
EMPLOYMENT STANDARDS:

Education and Experience: Any combination equivalent to graduation from college with a major in accounting and ten years of responsible experience in governmental accounting or business administration. Certified Public Accounting license is desirable.

Licensing: California driver's license (Class C).

Typical Responsibilities: Knowledge of irrigation business administration; district, state, and federal laws and policies affecting Authority operations; governmental budgeting, accounting, and auditing theory and practices, particularly as they relate to water districts and employment law.
