Job Summary

The PMCM business unit of AECOM is seeking a Project Controls Engineer for employment in the Arlington, VA office. The appropriately qualified applicant will be able to demonstrate an established career in scheduling, planning, and cost estimating.

The responsibilities of this position include, but are not limited to:

  • Provides cost estimates for each project phase conceptual, schematic design, design development and construction documents

  • Prepare detailed cost estimates via industry accepted methods such as RS Means for small and large projects. Estimates shall be provided in UNIFORMAT II and CSI format

  • Ability to concentrate in one or more of the estimating disciplines, including architecture, mechanical, electrical, fire protection, civil and structural

  • Prepares or assists in the preparation of order-of-magnitude, preliminary, definitive, change orders and check estimates using appropriate methods and techniques

  • Performs cost comparison analyses between in-house estimates and contractor estimates

  • Works with Project Managers and other disciplines to evaluate appropriateness of budgets

  • Utilizes the appropriate company and industry historical data for cost estimates

  • Performs local market unit price research for all construction disciplines through subcontractor and supplier engagement.

  • Prepares project and discipline estimate summaries basis of estimate

  • Prepares detailed quantity take-offs on design and construction documents as required utilizing software such as BlueBeam CAD or Extreme, CostX, On-Screen Take-off, etc.

  • Provides technical assistance and advice in negotiating contracts and pricing change orders

  • Establishes and maintains cost databases and product line specific parametric analysis tools

  • Leads the estimate reconciliation process with the project team

  • Prepares and/or coordinates preparation of full project estimates

  • Create, maintain and review project schedules in Primavera P6 and Microsoft Project

  • Assist in estimating construction costs for change orders and claims reviews

  • Analyze schedule and time impact submissions by contractors

  • Identify and investigate the root causes of schedule delays and variances

  • Gather and assemble data for updating schedules and progress reporting

  • Assist in the development and maintenance of WBS

  • Assemble data for schedule revisions and network updating

  • Works with Project Managers and other disciplines to evaluate appropriateness of budgets

  • Support monthly report reviews submitted by contractors

  • May require visits to project sites to verify field conditions or for client meetings

Minimum Requirements

  • Bachelor's Degree in civil engineering, construction management, architecture or related field

  • 10+ years' of experience using performing field project engineering, cost engineering and CPM scheduling

  • Demonstrated skills in identifying, analyzing and solving problems with full comprehension of cost and resource loaded schedules

  • Proficiency with On-screen take-off, Primavera P3, P6, Microsoft Project and Microsoft Excel

  • Ability to use drawings and specifications for schedule development and cost estimating

  • Ability to develop Critical Path Method (CPM) logic for elements of the engineering, procurement and construction process

  • Must have an understanding of construction means, methods, and sequences

  • Understands CPM scheduling concepts and principles and able to develop basic engineering, procurement and construction logic driven schedules

  • Excellent verbal and written communication skills

  • Due to nature of the work U.S. Citizenship is required

Preferred Qualifications

  • Field experience in commercial/office building projects

  • PMP Certification

  • CCM Certification

  • Certified Estimating Professional (CEP)

  • Planning and Scheduling Professional (PSP)

  • Risk Analysis/Value Engineering/Constructability Analysis workshops participation
