This is an administrative support position with the Florida Department of Health (DOH) in Charlotte County and reports directly to the Operations & Management Consultant II -- SES. The Senior Clerk position is responsible for assisting with the day to day administrative support operations for the clinical area by greeting and checking-in clients, data entry, retrieving medical records, handling cash payments, answering phones and returning messages, etc. The incumbent is expected to work with a high degree of independence and must be relied upon to maintain patient confidentiality and adhere to HIPPA guidelines while providing excellent customer service. This position is headquartered in Port Charlotte. An annual assessment for TB and certain immunizations may be required.

REQUIREMENTS:

A high school diploma or an equivalent GED and a minimum of three (3) years of clerical or public contact experience are preferred. A valid Florida Driver's License (or the ability to obtain one prior to hire) and reliable transportation are required. The incumbent may be required to work additional hours in the event of a disaster or to perform emergency duties. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters; or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

PRIMARY DUTIES AND RESPONSIBILITIES:

Interviews clients (both telephone and in person) to determine the appropriate program and/or other social services based on patient/client needs

Records and updates client demographic information completely and accurately into the Health Management System (HMS)

Accurately schedules clients in HMS for DOH-Charlotte programs in accordance with established policies and procedures.

Identifies insurance coverage and limitations with MMA, TPL and Commercial insurance customers

Obtains, verifies, inputs and ensures proper documentation of Medicare, Medicaid, Insurance and/or third party liability information into HMS via electronic verification systems.

Interviews and records client information obtained through interview and other data sources to determine financial eligibility (sliding fee scale) for services into HMS program

Responsible for the maintenance, retrieval, and filing of confidential medical records

Processes medical record releases, reviewing for completeness prior to the release of confidential information

Bills services provided accurately to appropriate insurance and/or third party into HMS

Responsible for balancing daily reconciliation of cash drawer to receipts

Attends and participates in Quality Improvement Activities, In-Service programs, and Staff Meetings

Successfully completes annual DOH mandatory trainings as well as other assigned trainings within the specified timeframes

Reports all problems immediately using the chain of command

Serves as a backup to enter Healthy Start Prenatal/Postnatal screening forms within required timeframes

Performs related duties in accordance with agency policies and supervisor instructions

ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge office procedures and practices

Knowledge filing, typing, entering data, maintaining records and using and completing forms

Knowledge of statutes, rules and regulations that pertain to the programs

Knowledge of the Health Management System (HMS) or comparable systems, or ability to master the requisite knowledge and skills within three months to independently use the modules

Knowledge of basic cash handling procedures

Skill in use of computer, specifically client databases, and Microsoft applications such as Word, Excel, and Outlook, and navigate the internet

Skill in use of basic office equipment

Ability to balance a cash drawer and perform basic math functions

Ability to communicate effectively (verbally and in writing)

Ability to work in a fast-paced environment and multi-task

Ability to provide excellent customer service

Ability to work independently, collaborate with other staff and community partners
