Overview
DECISIVE ANALYTICS Corporation is seeking a Senior Systems Engineer with Department of Defense (DoD) Defense Business Systems program experience. This position will support our Office of the Secretary of Defense customer in Alexandria, VA.
The Senior Systems Engineer will be responsible for providing systems engineering technical expertise on Defense Business Systems (Major Automated Information System (MAIS)) programs in support of the Deputy Assistant Secretary of Defense for Systems Engineering.
Responsibilities
  • Providing professional engineering support services on Defense Business Systems and Enterprise Resource Planning (ERP) acquisition programs to include guidance on engineering management for ERP implementations, process and technology management, Information technology (IT) performance benchmarking, IT strategic planning, integration and delivery management
  • Working with program offices to formulate their technical and acquisition strategies, and document them in System Engineering Plans (SEPs) and Acquisition Strategies.
  • Conducting technical assessments (e.g., Program Support Assessments, Preliminary/Critical Design Review assessments, Defense Acquisition Executive Summary, Non-Advocate Reviews (NARs), and/or Nunn-McCurdy (N-M)) to shape programsa?? technical planning and improve program execution. Preparing actionable recommendations to the program office/contractor and senior leadership on technical risks and issues.
  • Performing special studies to support DoD initiatives. These activities may involve research, ad hoc analysis, generating technical reports and preparing presentations for DoD leaders to give at conferences.
  • Provide engineering oversight of IT application development and deployment using multiple methodologies and recognized IT standards.
  • Maintaining continuous engagement with assigned programs by participating in program activities (e.g., technical reviews, Working Integrated Product Teams meetings, Program Management Reviews, etc.) and via phonecons to assess the a??performance to plana?? with respect to planning documented in the SEP and Acquisition Strategy.
  • Preparing and presenting briefings on assigned programs to prepare senior DoD leaders for program meetings and acquisition decisions to include recommended engineering courses of action.
  • Coordinating on major program acquisition documentation, to include: Acquisition Strategies; Acquisition Program Baselines; Analysis of Alternative (AoA) guidance, study plans and reports; 2366a and 2366b certifications; Acquisition Decision Memorandums; Program Protection Plans; and Selected Acquisition Reports
  • Qualifications
    • Mandatory: Engineering experience to include one or more of the following duties: Project management, Engineering lead, or Engineering manager on a Defense Business Systems / ERP implementation with the following as part of the scope of responsibility: technology management, Information technology (IT) performance benchmarking, IT strategic planning, integration and delivery management, infrastructure design reviews, continuous process improvement, and quality assurance as they relate to ERP database development.
    • Mandatory: Demonstrated understanding and application of Oracle and/or SAP products as they relate to a Defense Business System development. Please list the programs worked on.
    • Mandatory: Experience on MDAP/MAIS programs demonstrating expert knowledge of the DoD weapon system acquisition and Systems Engineering processes defined in DoD Instruction 5000.02 to include:
      • Understanding of the DoD acquisition lifecycle, technical activities and timelines, statutory/regulatory documentation, certifications, and dependencies.
      • Experience in performing system engineering functions developing schedules, planning for technical reviews, quantifying and mitigating risks/issues, monitoring technical performance measures, and verifying requirements.
      • Highly Desired: Knowledge of the Deputy Chief Management Officer (DCMO) organization, programs and services to include the Business Enterprise Architecture (BEA) which guides and constrains implementation of interoperable defense business system solutions by guiding system alignment to end-to-end processes.
      • Positions demonstrating the understanding of the following:
        • The End-to-End (E2E) Business Process Integration Framework that serves as the foundation for business process reengineering (BPR).
        • Continuous Performance Improvement (CPI) methodologies and emerging technologies.
        • DoD Program Inventory initiatives which identify how each program area aligns with the Quadrennial Defense Review's strategic goals.
        • Enterprise Delinquent Debt Management guidance which defines a standard end-to-end solution for managing public accounts receivables and provides standards for Department of Treasury interfaces.
        • The Standard Financial Information Structure (SFIS) which standardizes financial reporting across the DoD.
    • Desire: Experience working in an acquisition program office (ACAT 1AM/1AC preferred) and/or on a Service or Office of the Secretary of Defense staff overseeing acquisition programs.
    • Desire: Business Process Reengineering (BPR) effort which provides a logical methodology for assessing process weaknesses, identifying gaps, and implementing opportunities to streamline and improve processes.
    • Mandatory: Demonstrated by previous work/references/products excellent interpersonal and communication (oral and writing) skills. Must have experience in using critical thinking to prepare written reports and presentations for senior-level officials. Must have demonstrated expert knowledge of Excel and PowerPoint software applications. Samples of briefings and relevant analysis/report capability will be required.
    • Mandatory: A minimum of a Bachelor of Science degree in an engineering discipline. An advanced degree in a technical or quantitative discipline is highly desirable.
    • Mandatory: Minimum of fifteen (15) years of Department of Defense (DoD) experience in acquisition, engineering, operationally relevant, and/or program management areas.
    • Mandatory: Must have a SECRET clearance, and be capable of obtaining a Top Secret clearance.
