PART TIME, REGULAR, EXEMPT POSITION   The University of Maine System is seeking to fill the part time, regular, exempt position of Assistant Director Safety and Environmental Management (SEM).  This position will located on the Orono campus of the University of Maine.  Part-Time (Three days/Week) 8:00 am - 4:30 pm Monday thru Friday, weekends and nights as needed.     I.Assistant Director of Safety and Environmental Management (SEM)   UMS:  UMS Safety and Environmental Management Department Location: (UM) Schedule: Part-Time (Three days/Week) 8:00 am - 4:30 pm Monday thru Friday, weekends and nights as needed Organizational Relationships: Reports To: UMS Executive Director of Safety, Health Services, Transportation and Security Supervises: Two Safety Specialists Coordinates with: UM Colleges, Schools, and Divisions, Appropriate UM Committees, UM Administrative Officers, other campuses when assigned, Faculty, Staff and students, federal, state, local agencies and the general public.   II.Statement of the Job:    As a member of the UMS Safety and Environmental Management Department the Assistant Director provides support and consultation to the UMS Executive Director of Safety, Health, Transportation and Security in the areas of Environmental Management and assists with policy/program development and implementation.  He/she is responsible for ensuring compliance programs are maintained and functioning properly to support the university's mission.  The Assistant Director will represent the department and/or the University of Maine to external regulatory agencies in the Director's absence or upon request.   This is a staff position for safety, regulatory compliance, program development and training.  The Assistant Director is the primary point of contact for engineering/research safety, shop safety, field safety, drone safety, laser safety, remote site support, and data support systems.  The Assistant Director also works with the faculty, staff, and students to go beyond the regulatory requirements to build model programs on all campuses in safety, sustainability, and related matters.  The Assistant Director also serves the UMS/UM as a UM Facility Emergency Coordinator, Bio- Safety Officer, and Radiation Safety Officer backup.  The Assistant Director works with the other UMS campuses to provide technical support on a periodic basis.   III.Essential Functions:   Oversees and develops formal UMS and UM SEM programs required by local, state, and federal regulatory agencies in the areas of engineering/ research safety, shop safety, theater safety, field safety, drone safety, laser safety, life safety code (NFPA) programs, remote site support, data support and communication systems;Manages and conducts routine safety and environmental audit/inspection programs and provides timely and accurate information to administrators on necessary remedial actions for regulatory compliance.  As needed, manages and conducts post-inspection follow-up to assure regulatory compliance.  Communicates the results of inspections and follow-up activities to appropriate university administrators, faculty, and other staff;Willingness to attend radiation and bio-safety training to act as the backup for the radiation safety and bio-safety officer;Develops, implements, conducts and support safety and environmental management training programs (based on DOL, OSHA, NFPA, ANZI and others) that ensure all employees have training required by regulations and by university policy;Responds to SEM concerns, conducts injury/illness investigations and addresses other conditions that could have potential impact on the health and safety of faculty, staff, students, and the general public;Works with the faculty, staff, administration, and students to foster a climate/culture of safety and environmental responsibility;Act as a Facility Emergency Coordinator for UM, and support the development and implementation of emergency management procedures.   IV.Marginal Functions:   Adjust schedule to support other management vacations.Occasionally provide support for new employee training options, (i.e. classroom, teleconference which may include travel to other campus and remote site locations).Performs other reasonably related duties as assigned.   V.Supervisory Responsibilities:   Primary supervisory responsibility for Safety Specialist, Safety Specialist (Emergency Mgmt), and others as assigned.   VI.Budget Responsibilities:   Limited   VII.Public/Professional Responsibilities:   Remain informed regarding changes/updates in regulations (federal, state and local) regarding areas of occupational safety, industrial hygiene, radiation safety, construction safety and environmental protection.  Participates with essential professional organizations such as CSHEMA, ASSE and Maine Safety and Health Association, etc.   VIII.Internal/External Contacts:   University Departments, System-wide ServicesHazardous waste removal companiesFaculty, staff, and studentsGeneral publicLocal state and federal compliance agencies   IX.Knowledge, Skills, and Abilities:   Possess an attitude that fosters a respectful, non-threatening workplace environment.Knowledge of regulatory requirements in safety and environmental management.Record of effective management of a safety and environmental management program in a complex organization.Excellent communication skills (oral, computer and written)Demonstrated ability to facilitate and implement cooperative solutions to safety and compliance issues.         Qualifications: Required:   Bachelor's degree in Engineering, Sciences or a closely related field. Five or more year's hands-on experience in related field in a supervisory role;Demonstrated experience designing and delivering safety, environmental, technical programs;Evidence of a detailed understanding of regulatory/technical requirements;Strong written and verbal communication skills.Must live within one hour of Orono campus.   Preferred:  Advanced degree in Engineering, Industrial or a closely related field.Experience working with compliance agencies   Desired:  Certification as either a Certified Safety and Health Manager (CSHM), Certified Safety Professional (CSP), Certified Industrial Hygienist (CIH) or Professional Engineer (PE)       Other
