Description: To assist Laboratory Director/Manager with the oversight of all POCT performed within the Medical Center. The coordinator will work closely with the physicians, directors, managers, POCT staff, clinical laboratory administration and staff, and quality & risk management to ensure high quality testing and regulatory compliance at all POCT locations. Supports laboratory director/manager with communications, needs assessments, review and introduction of POCT procedures and/or alternative delivery of laboratory services, filing and renewal of certificates, licenses, inspections, and quality assurance compliance documents.

Essential Functions:

Consult regarding initial selection of or change in methodology to ensure accurate/reliable test results.

Notify the Laboratory Manager and Department of Health Services (DHS) when procedures are added or dropped from the test menu.

Initiate POCT needs analysis application form for testing departments.

Participate in data gathering and POCT test needs analyses negotiations with vendor(s).

Evaluate instruments and methodology compatibility with the Clinical Laboratory procedures and perform all CLIA 88 and other regulatory required performance verifications, i.e. oversee set-up of methodology and performance specifications.

For tests that are performed at more than one site, including the Clinical Laboratory, supervise correlations between sites in order to ensure comparable quality Supervise development of Policy and Procedure (P&P), including Purpose, Responsibilities (laboratory director, clinical consultant, technical consultant), quality control (QC), quality assurance (QA), proficiency testing (PT), patient test management, etc., in compliance with Medical Center POCT P&P.

Ensure that P&P are reviewed annually Oversee/perform orientation and training (include selection of qualified personnel), and documentation (including dates of training, summary of material, e.g., checklist, and by whom trained).

Oversee evaluation of competency annually (each six months during the first year for newly implemented methodologies) and maintain documentation Assist in selection, implementation, and coordination of proficiency testing programs (PT).

If no commercial PT available, oversee development of alternate method for verifying accuracy/reliability of test.

Review PT evaluation reports and documentation/effectiveness of remedial action Maintain documentation on new method validation, calibration, and correlation Develop a POCT QC/QA program and monitor compliance.

Create quarterly QA summary reports for review by the Laboratory Administration and submission to the Medical Center Quality Assurance and Risk Committee Oversee disposal of expired reagents and wastes in compliance with CAL-OSHA and Hazardous Materials requirements Audit reports for necessary information: name&address of testing organization, lab director's name, etc.

Ensure mechanism to identify and evaluate patient test results which appear inconsistent with relevant criteria such as patient's age, sex, diagnosis, etc., is in place and being documented.

Basic Qualifications:

Experience

Minimum three (3) years of experience in high volume laboratory and medical center POCT.

Education

Bachelor's degree in clinical laboratory science or related field OR four (4) years of experience in a directly related field.

High School Diploma or General Education Development (GED) required.

License, Certification, Registration

Valid current California Laboratory Scientist License.

Additional Requirements:

Working knowledge of CLIA, Title 22, CAP, The Joint Commission, NCQA, AABB, local, state, and federal regulations.

Familiar with various hazardous and safety regulations.

Must be able to work in a Labor/Management Partnership environment.

Preferred Qualifications:

Master's degree preferred.

ASCP certification preferred.
