Nuclear Survivability Analysis and R&D Subject Matter Expert

Provide Advisory and Assistance Services (A&AS) support to the Defense Threat Reduction Agency (DTRA) Nuclear Technologies Department, Nuclear Survivability Division as a subject matter expert in Nuclear Survivability and Mission Assurance analysis, R&D and associated acquisition and requirements processes. Provide subject matter expertise to government and military clients. Assist the program manager in conducting independent reviews and analysis of CCMD operational scenarios and plans to address mission assurance in hostile nuclear environments, including planning for, training, and exercising contingencies in a post-nuclear environment. Assist the program manager in working with the Services, CCMDs, program offices, senior OSD and Joint Chiefs of Staff personnel ensuring that nuclear survivability requirements are implemented from cradle to grave in DoD programs as identified in mission-critical systems under DoDI 3150. 09, CBRN Survivability Policy. Respond to short-deadline tasks from senior leadership at DTRA, OSD, and Congress. Support program management for the development of Nuclear Survivability Analysis and Requirements. Provide subject matter expertise in the field of systems and infrastructure (e. g. satellites, offensive and defensive missiles, aircraft, and other strategic and tactical military systems as well as nuclear command, control and communications assets) vulnerability and survivability to nuclear weapon effects. Perform duties as a senior adviser to conduct multidisciplinary (ionizing and nonionizing radiation) survivability analysis to improve the overall effectiveness of the Nuclear Survivability Analysis & Integration portfolio. Also provide support of senior level DOD activities to include but not limited to the ASD (NCB) CBRN Survivability Oversight Group and JOWOGs 6 and 36; evaluate Intelligence Community data to determine impact on US weapons systems survivability and identify potential intelligence-based assessment support for the Warfighter; coordinate development of modeling and simulation (M&S) tools for application to Nuclear Survivability Division analyses and activities such as gaming and experimentation to identify gaps. Assist in monitoring contractor performance. Support government acquisition activities, including statement of work development, proposal evaluation, and budget planning and execution. Develop implementation strategies for concepts and procedures to satisfy customer requirements to enhance the nuclear survivability program. Support customer activities in the Joint Capabilities Integration Development System (JCIDS). Develop and present technical briefings and reports to members of DTRA, DoD, and the Federal Government. Support planning for new initiatives and assist with requirements development and strategic planning. Participate in interagency meetings; lead meetings as required.

Required Qualifications

• Position requires a graduate degree in Electrical Engineering, Physics, Nuclear Engineering, or other relevant scientific/engineering field. Position requires five or more years of experience, with recent nuclear survivability experience.
• -- The ideal candidate will clearly demonstrate the ability to work either independently or as part of a team; will demonstrate a proven ability to develop relationships with other Government agencies, and will have experience authoring technical/non-technical documents and briefings.
• -- Must have excellent written and oral communication skills.
• -- Must be able to simultaneously manage several interrelated projects.
• -- Must be proficient in common (Microsoft) office productivity software.
• -- Must have at least a permanent SECRET clearance. Must have or be able to obtain TS/SCI.

Desired Qualifications

• Level II or III Program Management Certification with relevant technical experience is desired. Experience in research and development activities involving nuclear survivability, and use of nuclear M&S tools desired.
• -- Experience briefing government and military clients on technical topics is desired.
• -- Experience with the DoD planning, programming, budgeting, execution system (PPBES) is desired.
• -- Experience working with DoD, other Federal Agencies, and National Laboratories is highly desired.
• -- Experience working as a Department of Defense (DOD) project manager is desired.
