Position Summary
This position will oversee the operation of the company's non-US, international benefits programs. Assists with the selection of benefit plan partners including plan vendors, benefits consultants, brokers, and necessary legal assistance. Recommends new and/or improved plans or design approaches. Manages the implementation and administration of the retirement savings benefits and health & welfare programs as aligned with the company philosophy and practice. Ensures compliance of all programs with various local, provincial, federal governmental regulations. This role requires both a strategic and hands on tactical approach in order to be successful.

This position is an Individual Contributor role and reports to Director of Global Benefits & Mobility.

Responsibilities

  • Responsible for the effective administration of benefits plans and programs for employees, including medical, dental, vision and disability plans, life insurance, Retirement, EAP, governmental and company leave programs.
  • Act as the primary liaison with regional HR teams for employee benefits associated systems, governance, design and administration.
  • Develop and enhance the international benefits governance model for supporting International locations, with primary focuses on strategy, financing, development, integration and communication of benefits programs, including health, life, disability, retirement, vacation/personal time, leave of absence management as well as other miscellaneous benefits programs.
  • Performs market research, competitive analysis and participate in relevant local surveys to obtain benchmarks and to ensure adequate understanding of local market dynamics and developments ensure programs are market competitive
  • Assists with strategic direction of the International benefits and health & well-being programs using in-depth knowledge of product offerings, industry and regulatory trends, behavior based benefits design principles and DocuSign s culture and business environment.
  • Manage 3rd party partners including broker/consultant relationships, insurance providers and retirement plan administrators and facilitate contract review, negotiation, renewal and make recommendations to management
  • Ensure optimal financing of international benefit programs (e. g. fully insured vs. self-insured, recommendation of stop-loss programs, multinational pooling arrangements, etc.)
  • Develop and maintain benefits financial analysis reporting including trend, expense management/invoices and prepare annual benefits budgets
  • Coordinate Defined Benefit and Defined Contribution Plan retirement plan audits, actuarial valuations, and financial reporting
  • Lead communications planning, design, execution and ensure consistency with Employer Branding and Total Rewards framework. Promote understanding, including written, oral, electronic, and audio-visual approaches
  • Serve as the resident expert, stay current and ensure compliance with International laws. Partner with HR, finance, accounting, payroll, tax, legal and other stakeholders to successfully ensure benefits programs are compliant with country, region and local legislation and/or employment laws
  • Leverage SAP HR Technology, along with local payroll systems, in developing an international approach manage/administer international benefits
  • Partner with payroll firms and global payroll function to ensure timely and accurate deductions and contributions
  • Participate in both the due diligence and integration phases of M&A projects

Basic Qualifications

  • Bachelor s degree required
  • 4-7 years of US and/or International benefits administration, management or consulting experience
  • Expertise in standard tools such as MS Excel, Access, PowerPoint and Word

Preferred Qualifications

  • Certification by a benefits professional association desired (CEBS, CBP)
  • BA/BS with a focus in HR or quantitative program
  • Strong project management skills and executive presence
  • Strong understanding of benefit plan design principles
