Subject Matter Expert - Cyber Intelligence

Job Description

The Intelligence Analyst - Cyber Team is to be the SME on Cyber Intelligence for NG-J2 and the National Guard.

• Cyber Team will leverage their cyber intelligence expertise to provide intelligence and Plans, Policy, and Governance support to CNGB.

Essential Duties and Responsibilities: (Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position)

• Review and collect published cyber intelligence provided by the U. S. and foreign partners in order to produce a daily intelligence TS/SCI read-book during steady state and Adaptive Battle Staff (ABS) that contains all reports relevant to the National Guard Bureau.
• Review and collect published intelligence provided by the U. S. and foreign partners in order to produce a daily intelligence SECRET//NOFORN (S//NF) situational report that synopsizes all relevant intelligence issues to the National Guard Bureau.
• Coordinate, assemble, produce and brief a weekly TS/SCI current cyber intelligence report that addresses strategic, operational and tactical intelligence issues.
• Draft an Annual National Guard cyber related draft report for consumption by the NGJ2 Director that will support the Chairman's Risk Assessment. This report shall focus on the status of National Guard cyber posture in relation to the global cyber threat.
• Provide a non-traditional cyber intelligence threat report in order to support the Technical Surveillance and Countermeasures (TSCM) on each CNGB travel mission
• Advise and assist in development of NGB Joint policy, information sharing, and outreach activities related to cyberspace operations;
• Assist NG-J2 in advocating for grater inclusion of NG with JCS, COCOMs, and interagency partner in the cyberspace arena;
• Assist NG-J2 in defining emerging role for the National Guard in a non-T10 role supporting the United States. Coordinate with U. S. Northern Command (NORTHCOM) in regard to cyber mission analysis and cyber contingency plans;
• Coordinate with Cyber Command (CYBERCOM) on matters involving integration of NG Cyber Forces into CYBERCOM plans and operations;
• Coordinate with DHS with regards to information sharing and the roles of the NG supporting DHS in either a Federal or State role;
• Establish and maintain relationships with internal and external organizations involved in cyberspace activities;
• Develop an information sharing CONOP with NORTHCOM, DHS, States, and other Cyber organizations;
• Identify best business practices with regards to cyber incident response through communication with the Federal Bureau of Investigation and the Secret Service;
• Supervise a Cyber Integration Cell consisting of members from the NGB J-Staff, ARNG, and ANG;
• Represent NG-J2 on the Cyber Threat Working Group with representation from the NGB J2, J34, and J6/JCCC to assess the potential impact of foreign and domestic activities on NG operations and interests;
• Participate actively in review of plans and policy, and development of reports in support of OSD and the JCS. Advocate and support the inclusion of cyberspace events in NG plans and exercises;
• Support efforts to increase participation of NG cyber organizations in SPP activities;
• Provide support to Army and Air Force cyberspace operations planning and mission execution, DHS Cyber Security Evaluations through a pilot program aimed at reducing national vulnerabilities to cyber-attacks, Joint, Interagency, and State exercises, and State vulnerability assessments, incident response, and cyber security training.

Supervisory Responsibilities: NONE Minimum Qualifications:(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

• Bachelor's Degree;
• Minimum of five years' experience conducting cyber intelligence analysis. Experience to include working with government personnel at a senior level. Knowledge, Skills and Abilities:
• Ability to travel to throughout CONUS and OCONUS states and territories
• Ability to research, assimilate and organize information and write clear, succinct, grammatically correct documents which meet the standards of Army Regulation (AR) 25-50 and/or AFH 33-337
• Working knowledge of Microsoft Office Suite, i. e. Word, Excel, Power Point;
• The ability to communicate effectively both orally and in writing, to interact with others and to explain complex actions in regard to a military member's entitlements, allowances, or collections;
• Working knowledge of commonly used military terminology to be used within office settings to prepare material correctly. Contractor shall make appropriate use of grammar, spelling, capitalization and punctuation in all office correspondences and work products;
• Working knowledge of standard office equipment such as computers, electric typewriters, copiers, fax machines, scanners and other office automation systems to perform a substantial range of office automation support.
