Regional Director of Human Resources
(Based in San Jose, CA)

Whelan Security is a performance-based company that cares deeply about maintaining our conservative business culture. The Regional Director of Human Resources is responsible for driving organizational growth through solid people strategy. The Regional Director of Human Resources role is 50% strategic and 50% tactical.

The strategic portion consists of change management, benefits management, oversight of training programs, bench strength/succession planning, safety methodology, risk management (Workers Comp/Unemployment), talent management and leadership, which includes the following four leadership principles – 1) hire great people, 2) set clear expectations, 3) provide the tools they need to succeed, 4) hold them accountable.

The tactical portion requires a willingness to manage the “weeds” of the business to include recruiting and interviewing, benefits administration, conducting training, administering the bi-annual eNPS (employee engagement) survey, compliance to the Whelan Mandatory Requirements, building upon a culture of employee engagement and setting the example for all employees in the branch of servant leadership and personal commitment to the Whelan Values.

Performance Metrics:
The Director of Human Resources is expected to achieve the following metrics within Whelan’s performance-based business environment:
  • Manage to 2.5% unbilled overtime or less in the company
  • Facilitate employee engagement by co-writing eNPS action plans and encouraging officer recognition programs such as Officer of the Month and Making a Difference Awards. Achieve year over year improvement in Employee Engagement scores in the company
  • Year over year improvement in SUTA rates
  • Year over year improvement in Workers Compensation/Safety performance
  • Manage all workers’ compensation claims for the branch
  • Responsible for creating a safety culture within the branch
  • Ensure OSHA compliance and reporting for the branch
  • Process FMLA/LOA requests
  • Complete all requests for unemployment claims for the branch
  • Facilitate branch progressive disciple policies and ensure it is executed fairly and consistently
    • Respond to all Ethics & Compliance hotline alerts
    • Investigate all allegations of policy violations
  • Ongoing recruiting to ensure company has employee candidates to staff to 110% level of branch and account staffing needs
  • Ongoing recruiting to ensure company has candidates to 110% level for exempt level positions; continual building of bench strength
  • Personally recruit a minimum of two new managers/staff into the company annually
  • Introduce minimum of two new training topics for exempt staff annually.
  • Distribute required weekly, monthly reporting
  • Ensure compliance to Whelan required training including Welcome to Whelan, Supervisor Training, CPR, and Driver required assessments, training and checklist
  • Guarantee compliance for all state licensing requirements
    • Enforce all state training requirements
  • Support benefit communication during annual open enrollment and serve as ongoing liaison between officers and corporate office
  • Ensure compliance with regulatory or collective bargaining requirements (where applicable)
  • 100% compliance to the Whelan Mandatory Requirements
  • Lead by example of living up to the Whelan Values

Qualifications

Successful candidates must meet the following requirements:
  • Legally authorized to work in the United States
  • At least 21 years of age or older as required by applicable law or contractual requirements
  • Demonstrate a stable work history
  • Pass an extensive background screening which includes, but is not limited to, criminal background checks (local, state and federal), drug test, aptitude tests, skills assessment, interviews, and personality profile (behavioral assessment)
  • Possess a current and valid driver’s license
  • Possess at least 8-10 years of HR leadership experience in a diverse organization
  • Possess HR certifications to include; SHRM-SCP and/or SPHR
  • Experience with applicant tracking systems and recruitment processes
  • Experience with HRIS systems
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, and Outlook)
  • Good understanding of sourcing and selection techniques, inclusive of social media technology

  • Must have a working knowledge of HR topics (FMLA, unemployment claims, workman’s comp, employment law, harassment, etc...) as well as discrimination laws related to recruiting, hiring, and transferring employees
  • Must demonstrate the ability to act independently and make quality decisions
Education

Candidates must meet the following educational requirements:
  • BS/BA degree in human resources, business administration or related field
