The first application review date will be Tuesday, October 10, 2017.  JOB INTRODUCTION : Clackamas County Department of Water Environment Services (WES) is searching for an experienced Senior Civil Engineer to plan, coordinate, and oversee the design and construction of wastewater treatment and collection system projects and studies. If selected for this position, you will serve as a technical resource for addressing reliability, performance, and capacity issues, associated with the treatment plants and collection system operated by WES. Some of the key components of this position include managing planning, design and construction of conveyance, pump station and treatment projects, as well as performing calculations and evaluation of data and technical information. Required Minimum Qualifications/ Transferrable Skills:* Possession of a Certificate of Registration as a Professional Engineer (P. E.) in the State of Oregon. (Note: Proof of registration will be required prior to the final offer of employment is extended to the selected candidate. Registration in another state where registration was acquired by examination will temporarily fulfill this requirement, provided Oregon registration is obtained within one (1) year of hire.) Bachelor of Science Degree in Civil Engineering, Environmental Engineering or an engineering field, related to wastewater pumping and treatment Thorough knowledge of and experience applying principles and practices of civil engineering Experience interpreting, preparing and evaluating engineering specifications, plans, and reports that pertain to design and construction projects Strong interpersonal skills that translate into a collaborative approach to work when working as part of a team as well as ability to work independently Effective verbal and written communication skills, including ability to effectively communicate with customers, contractors, vendors and the public Possession of a valid driver's license or an acceptable alternative method of transportation. Our mission is to provide resource recovery and watershed protection services to our community so they can live, work and play in a healthy environment.  WES manages two wastewater service districts, one of which includes surface water program services, and one surface water district, all within Clackamas County.  In total, the Districts represent over one billion dollars in infrastructure investments that are managed, operated and maintained to the highest industry standards.  Employees of WES operate and maintain five wastewater pollution control plants. WES collects and cleans more than 6 billion gallons of wastewater annually before releasing it into local rivers. The surface water management program provides water quality protection for the community by implementing a variety of programs that reduce pollution in our rivers, streams and wetlands caused by urban storm water runoff.  Surface water management services provided to the community include the construction and maintenance of infrastructure necessary to improve water quality and/or provide adequate conveyance of storm water runoff, development plan review, public education related to water quality and storm water issues, restoration and enhancement of riparian areas and stream channels and watershed planning.         Learn more about Water Environment Services.             RESPONSIBILITIES : Duties may include but are not limited to the following: Develops and manages scope schedule and budget for wastewater-related design and construction projects. Prepares and/or reviews conveyance, pump station and treatment plant design projects. Manages short and long range planning studies on the feasibility of proposed projects. Oversees the selection of engineering consultants preparing studies and designs for Capital Improvement and related projects. Develops requests for proposals or qualifications; solicits, reviews, and recommends selection of contractors and engineers. Oversees the work of construction contractors, including inspection, requests for changes in scope and schedule, submittal review and document management. Oversees and coordinates the preparation of reports, environmental impact studies and assessments, project cost estimates and reimbursement billings for capital projects.
