Job DescriptionThe Facility Security Officer (FSO) must be well versed in all security policies and procedures and have the ability to interpret security requirements and apply them consistently across diverse situations. The FSO must have the ability to write detailed security plans and must be able to provide guidance to executive leadership on the security program at the corporate level. The individual will manage by policy and procedure the day-to-day security duties of a compliant industrial security program. The FSO develops, and administers security programs and procedures for classified or proprietary materials, documents, and equipment.The FSO will be responsible for the company-s security program which includes processing security clearances, management of facilities, personnel and ensures the Corporation-s security program is compliant with all government regulations and requirements under the National Industrial Security Program Operating Manual (NISPOM) as well as other Government Agencies. The FSO will be part of the corporate headquarters staff with oversight of facilities and security procedures. The FSO will provide specialized expertise, guidance, advice, training, and support to executive management, operations management, human resources staff, recruiters, and employees, as applicable, concerning all aspects of the company-s security policies, procedures and practices. This position requires independent judgment and discretion, as well as the identification, analysis and resolution of security-related matters.The FSO provides focused security support to all classified contracts assigned to the Dalpar Corporation Cage Code. Tasks include compliance management of the facility clearance profile, visitor control, and liaison functions with government security representatives. Additionally, the Facility Security Officer obtains rulings, interpretations, and acceptable deviations for compliance with regulations from government agencies; conducts security education briefings, and investigates security violations and prepares reports specifying preventive action to be taken.RequirementsSpecific Duties and Responsibilities Include:- Responsible for the physical and personnel security of a facility with over 62 employees.- Oversees all aspects of the corporate facility security program in coordination with offsite customer security personnel.- Provides indoctrination and refresher briefings, implementing facility access procedures, providing escorts and visitor support, and incident response and reporting.- Works to ensure proper security procedures are designed, published, and correctly implemented by on-site personnel and physical security requirements are met.- Supports the development of new business requirements.- Conduct initial security briefings, debriefings, indoctrinations, and re-indoctrinations of employees for all government agencies- Write/edit/maintain security plans and procedures- Develop, implement and maintain security awareness program- Participate as the company lead in DSS inspections and audits, including self-inspections, periodic DSS security inspections/audits and investigates security incidents.- Oversee the personnel security, physical security, information security, communications security, OPSEC, visit request and visitor control processes.- Maintain certification and accreditation of the facilities- Prepare weekly reports documenting the current status of all open security requests- Accurate and efficient creation and maintenance of personnel security files.- Set up and maintain employee JPAS accounts and security files- Provide security support to management and Security Support Services for Contracts (for Prime and Subcontracts)- Enforce company security policies and provide direction and guidance in regard to these policies.- Process personnel security clearances, including but not limited to Electronic Questionnaire for Investigation Processing (e-QIP) for various Government Agencies- Provide facility alarm response- Responsible for security personnel of satellite offices as needed- Assist Information Security Systems Manager- Process DD254-s- Develops and implements continuing security awareness program- Develops and maintains document control logs. Responsible for the secure transmission, receipt, control and destruction of classified material.- Ensures construction of SCIFs and secure areas are in compliance with the client's requirements- Responsible for accreditation and maintenance of classified computer information systems.Qualifications:- US Citizen.- Current Top Secret clearance.- DSS CDSE Training certification as an FSO.- Minimum 3 years of experience in Industrial Security.- Strong communications skills, fluent in both oral and written English.
