POSITION DESCRIPTION:
This position manages and directs the complex areas of data security, threat and vulnerability management, security auditing and analysis, risk assessment, compliance and agency-wide security awareness and maintenance of the Information Security Program. This position formulates policies and procedures, which have significant impact on computer operations and systems development lifecycle. This position is responsible for consistent communications and interface with all levels of management, contractors, Agency for State Technology (AST), and with other state agencies ISMs. This position is responsible for ensuring the adequate security of departmental equipment and computer-stored data. This position leads the agencies incident response activities, including training objectives.
Administer the agency's Information Security Program.
Administer the agency's Security Awareness Training Program and periodic campaigns.
Administer a Disaster Recovery Program that aligns with the agency's Continuity of Operations Plan (COOP)
Maintain and submit the Agency Strategic and Operational IT Security Plans, in accordance with s. 282.318 (4)(b).
Conduct agency risk assessments, including the comprehensive risk assessment due every three years, per F.S. 282.318(4)(c).
Develop, and periodically update, written security policies and procedures. Including a process for detecting, reporting, and responding to threats, breaches, or IT security incidents that are consistent with the security rule, guidelines, and processes established by FDVA and the Agency for State Technology (AST).
Implement managerial, operational, and technical safeguards established by AST to address identified risks to the data, information, and information technology resources of the agency.
Conduct periodic internal audits and evaluations of the agency's IT security program for the data, information, and information technology resources of the agency.
Assist leadership on technical and project-specific initiatives related to cybersecurity
Manages security projects and assists in project management team activities related to planning, development, implementation, and coordination of security aspects of information technology projects
Evaluates security product enhancements to ensure continuous improvement
Participates in the change management process
Establish and lead Computer Security Incident Response Team (CSIRT) for all IT security incidents and breaches
Communicates with Executive Management regarding security issues and risks, providing recommended actions.
Report all IT security incidents and breaches to the AST and FDLE. For IT security breaches, provide notice in accordance with s. 501.171.
