The Senior Proposal Writer/Volume Lead will primarily be responsible for writing, storyboarding, theming, and development of technical proposals in response to Requests for Proposal (RFPs) and other solicitations from Centers for Medicare and Medicaid Services (CMS), Health and Human Services (HHS), Veteran's Administration (VA), and other agencies requiring Healthcare Information Technology (IT) services. The Senior Proposal Writer is also required to support the day-to-day proposal development activities for Requests for Information (RFIs), subcontractor proposals and/or post-submission activities for various Federal government opportunities.

Primary duties include, but are not limited to:

* Writes, manages, and updates content in a SharePoint-based content library.

* Assists the Proposal Manager and capture manager with pre-proposal/proposal planning, organization, scheduling, monitoring, and controlling the proposal throughout the lifecycle.

* Works with Capture Management and Proposal Leadership to develop Win Strategies (Win Themes, Discriminators, Technical, Business/Pricing, Risk, Staffing).

* Analyzes solicitation requirements to discern best-suited approach for outline development, proposal sections, and content revisions.

* Assigns writers and SME resources to develop and translate complex technical material into Storyboard, proposal sections, and/or conceptual graphics.

* Writes about intricate technical concepts in easy-to-understand ways.

* Works with solution architects to translate the proposed technical solution into concise, compliant, and compelling writing.

* Works with graphic designers to conceptualize graphics that can convey ideas graphically.

* Interviews subject matter experts and independently develops content based on information gathered through interviews and other proposal activities such as Win Strategy and Solution sessions.

* Reviews and edits drafts for readability, clarity, grammar, spelling, punctuation, sentence structure and formatting.

* Identifies, assesses, resolves, and/ or escalates issues as needed.

* Reviews proposals to ensure compliance with RFP requirements; identifies potential concerns or challenges.

* Supports proposal production including desktop publishing, editing, and proofreading.

* Participates in kick-off, strategy, solution, color reviews, recovery and debrief meetings respective to writing assignments.

* Drives management and evolution of assigned volume(s) for large-scale efforts.

* Mentors junior writing staff under the direction of Proposal Writing Manager.

Qualifications

* Requires a BA/BS; preferably in English, Communications, Journalism or marketing; and/or 4 - 7 years of proposal writing experience any combination of education and experience, which would provide an equivalent background.

* Demonstrated proficiency in writing skills, interviewing techniques and interpersonal skills required. Ability to work in team environment, attention to detail and strong organizational skills required.

* Specific Federal proposal writing experience and working knowledge of Federal government solicitations are required.

* Must have a working knowledge of and experience with using style guides, and Shipley-based proposal processes.

* Must be proficient in Microsoft Word, Excel, PowerPoint, and SharePoint.

* Experience working with Word styles, formatting, and general desktop publishing is required.

* Must be able to work productively with virtual teams, located in various geographic areas.

* Experience in healthcare IT or managed care arenas preferred.

* Project Management background preferred.

* Proposal Certification through accredited/certification body preferred.

* Up to 20% travel may be required.
