This is highly responsible position in the Medical Services Section, Ryan White Part C program of Florida Department of Health in Okaloosa County (FDOH -- Okaloosa) under administrative supervision of the Senior Health Educator - SES. Nursing duties are provided in a non-clinical setting under the supervision of the Registered Nurse, Executive Community Health Nursing Director. This position is responsible for implementing HIV outreach testing efforts in the community. Incumbent will provide HIV risk screenings, rapid HIV testing, linkage to care and prevention service referrals while ensuring quality assurance standards are maintained and strict confidentiality of all clients, information and records is accomplished. Duties include:

Provides HIV testing (includes capillary blood testing and venous punctures in a variety of non-clinical settings), linkage to care and follow-up in various community settings following best practice initiative for HIV outreach testing and abbreviated risk screenings. Conducts confidential testing services that are client-centered and culturally competent focusing on client concerns and situations. Completes risk screenings using superior communication and interviewing skills. Delivers HIV test results following agency protocol. Facilitates linkage to care in DOH -- Okaloosa test and treat program for those that test positive and Region 1 HIV/AIDS section for follow-up contact investigation services. Assesses ongoing HIV risks for those that test negative and refers for appropriate follow-up at DOH - Okaloosa Pre-Exposure Prophylaxis (PrEP) program or Post-Exposure Prophylaxis (PEP).

Follows established guidelines for quality assurance (QA) and program monitoring and evaluation.

Completes reports as required by supervisor and/or Medical Services Section Chief.

Enters health information data in the Health Management System (HMS) as per program guidelines.

Superior computer skills required which includes ensuring data set(s) under incumbent's responsibility are available to those who need to know, protects the integrity of assigned data set(s) and adheres to all local and state information security policies. Florida Statutes (Chapter 815 -- Computer related crimes) defines the responsibilities the incumbent is required to adhere to.

Fosters collaboration with community partners while providing a HIV outreach testing.

Represents the Florida Department of Health and public health in a positive manner.

Promotes the department as a positive, caring community organization through courteous behavior toward all clients and co-workers.

Maintains the integrity of the department by ensuring information and advice supplied to the client is correct and in compliance with all federal, state, and departmental policies and procedures.

Actively participates in QA planning and documentation of QA efforts. Prepares reports for program monitoring and evaluation as established in the program plan. Team member for quality improvement efforts (QI). Ensures action items are implemented according to action plans.

Attends training and maintains competencies. Remains knowledgeable HIV outreach testing strategies. Investigates best practices to inform, educate, and improve the program. Prioritizes work and uses time wisely. Complies with all DOH personnel regulations, including accurate submission of personal EARS on a weekly basis, timely completion of mandatory DOH annual trainings, timesheets and travel vouchers. Maintains confidentiality of all information. May be called upon to work in other areas of the organization. Performs emergency duties which may include work in shelters and control centers.. Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural. Performs other duties as required.
