Job Summary:

Manages, organizes and controls all system planning and development functions in support of CCF and ITD strategic and tactical goals relative to strategic initiative product design, discovery, and development. Directs the activities of personnel in business analysis, system design and implementation, and application maintenance and support. Coordinates department activities with other Emerging Clinical Solution and Clinical Application departments and interfaces with CCF user departments through the IT Product Directors and Business Partners. Directly influences the success of new programs and strategic plans at CCF as they relate to clincal development and strategic development opportunities. Acts as a consultant to CCF divisions to determine information needs and strategies.Partners in design and discovery activity with the Senior Director and IT Product Directors to understand clinical and operational challenges and the approach toward agile resolution of Epic based work. Understand analyst level of expertise and understanding of Epic based solutions - provides training and support to ensure analysts are cross-functionally trained. Analysts are not specific to one area of the EMR but rather are trained across Epic modules focusing more on the advancement of clinical Epic development for enterprise challenges and needs.

Responsibilities:

* Oversees the development of information technology plans to support business plans of CCF divisions and departments.

* Develops and executes departmental plans that deliver solutions to address new or revised business processes and information flows.

* Directs the activities of personnel engaged in supplying discovery, analysis, design, and programming services to the enterprise.

* Evaluates the quality and timeliness of these services and initiates improvements.

* Develops positive customer relations with the client community and other ITD departments.

* Establishes appropriate priorities, establishes short-term and medium-term courses of action, and organizes and schedules total activities so as to achieve desired objectives.

* Understands the agile methodology and supports working through iterations to co-create clinical solutions with customers and partners in the organization.

Education:

* Bachelor's degree in Computer Science, Management Information Systems or Business Administration

Certifications:

* None required.

Complexity of Work:

* Has proven experience in application of project management and system development methodologies.

* Demonstrates a broad knowledge of business/scientific functions and related systems interfaces that can assist CCF management in the operation and administration of divisions. Knowledge of healthcare operations is desirable.

* Demonstrates the ability to understand and deal analytically with both internal problems and the CCF opportunities that arise during the coordination of multi-disciplinary projects.

* Management skills must include strong written and verbal communication skills, negotiating skills and organizational skills.

* Demonstrates ability to interrelate to all levels of the user community.

Work Experience:

* Four years in a supervisory/management capacity.

Additional progressively responsible IT experience may substitute for the degree requirement.

Experience with financial budget planning, managing, analysis and reporting.

Experience in Human Resources practices and laws. This includes hiring and firing, conflict resolution, group dynamics, diversity understanding etc.

Physical Requirements:

* This position requires frequent sitting and use of telephone and personal computer.

* Frequent talking and listening when giving instructions and explanations is required.

* The position must be available after hours for support by pager and computer dial-in.

Personal Protective Equipment:

* Follows standard precautions using personal protective equipment as required.
