What You'll Do in This Position

Candidate will be responsible for providing legal guidance throughout the life of the Savannah River Plutonium Processing Facility (SRPPF) project - from current state through execution, turn over for operations, and close-out. Candidate must be able to function effectively in a team environment both within the Savannah River Nuclear Solutions, LLC (SRNS) Office of General Counsel (OGC) and with other SRNS organizations, such as Supply Chain Procurement. The ability to assist in the preparation of Statements of Work and subcontract terms and conditions, support subcontract management (claims, schedule delays, etc.), address project management challenges, communicate effectively with company and agency executive leadership, and employ appropriate dispute resolution techniques is essential.
What You'll Do
* Serve as an integral member of the SRNS OGC team to provide primary working-level counsel to the SRNS SRPPF project.
* Provide practical and actionable project/business-oriented legal advice and recommendations on a broad spectrum of legal issues surrounding capital line-item construction projects (Department of Energy (DOE) Order 413.3B)
* Support the SRNS Supply Chain Procurement and SRPPF Project teams in drafting, negotiating, and managing subcontracts.
* Collaborate with OGC peers in areas such as labor/employment, and environmental, safety, and health, ethics, and compliance to provide timely and quality advice.
* Prepare training materials and conduct training
* Execute other duties as assigned

Security Clearance Information

SRNS is required by DOE to conduct a pre-employment drug test and background review that includes checks of personal references, credit, criminal records, and employment history, and education verifications. Positions with SRNS may require applicants to obtain and maintain a DOE L or Q-level security clearance, which requires U.S. citizenship. Factors such as pre-employment background review results, dual citizenship status, and unpaid and/or unfiled taxes may impact your ability to obtain a security clearance. This list of factors is not exhaustive; pre-employment information and security clearance requests are reviewed on a case-by-case basis.

Qualifications We Require

Juris doctorate from an accredited law school

Other Qualifications

* Must be licensed in at least one jurisdiction
* Extensive experience practicing law
* Ability to obtain and maintain a DOE "Q" security clearance.

Qualifications We Desire

* Experience within Government contracting and subcontracting, particularly with the Federal Acquisition Regulation (FAR) and DOE Acquisition Regulation (DEAR)
* Experience with Federal capital projects and subcontracting
* Experience with Department of Energy Order 413.3B (capital projects)
* Background in general contracts and/or construction law
* Possess advanced negotiating skills and experience with changes, requests for equitable adjustment, claims, and disputes.
o Strong business judgment and acumen
o Advanced analytical skills and written and oral communication skills
* Demonstrated ability to work independently with minimal supervision, collaborate with peers, participate in cross-functional teams, effectively manage shifting priorities, and consistently meet tight timing requirements with high quality work product
o Ability to stand firm in a tactful and professional manner
o Ability to build consensus and trust with all levels of management
* Willingness to collaboratively provide legal support to a wide range of functional groups, including Environmental, Safety and Health, Procurement, Human Resources, Compliance, and Finance.
* Experience selecting and managing outside counsel.
* Consideration may be given for credentials or certifications relating to Government contracting, construction, project management, subcontract/contract management, and business.
