Buildings Superintendent South Florida Water Management District West Palm Beach, FL Highly skilled position accountable for performing work associated with the upkeep, preventative maintenance, building aesthetics and structural repairs of all building system at District facilities. Position has direct accountability for the District’s Headquarters Complex and, at times, the Field Operations Center, administrative support facilities, and service centers throughout the District's area of operations and assists with coordination of the planning and scheduling between Facilities Supervisor and District maintenance staff, contract employees and service contractors. Supervises skilled trade workers in the construction, maintenance and repair of buildings and mechanical systems. Maintains parts, supplies, work unit equipment, and reorders as required. Oversee maintenance of all building systems in a manner that ensures a high-quality building environment. Responsible for the completion of small scale projects and work assignments; proactively reviews and satisfies safety regulations and procedures; guides and coaches work team toward accomplishing tasks while minimizing disruption to facilities’ daily operations and the District’s mission. With guidance from Procurement and Facilities Supervisor, researches and writes scopes of work to procure competitive pricing for contractual agreements for goods and services. Coordinates the efforts of vendors contracted to provide skilled trades services, equipment, and/or supplies to facilities. During renovations of District facilities, provides oversight and quality control input to Facilities Supervisor of contractor performance and compliance with construction documents. Proficiently comprehends building construction blueprints and related documents. Diagnoses trouble and maintains a comprehensive preventative maintenance program for various building systems that includes heating, ventilation, air conditioning, standby generators, electrical, fire alarm, fire suppression, plumbing, irrigation, roofing, drainage, landscape, structural, building automation & energy management, elevators, building envelope, floors, walls, doors, and finishes. Using all available resources, diagnosis, repair, and maintains centrifugal and rotary screw chillers, cooling towers, associated pumps, controls, digital & pneumatic temperature sensors, actuator, dampers, standalone package air conditioners, specialized Data Center environment control systems, standby generators. Uses appropriate test equipment to assist in diagnosis of system and equipment malfunctions. This position is accountable for systems and contractual services oversight & projects. Coordinates and prioritizes work orders, estimates labor and material requirements, and conducts building inspections. Maintains work orders for all building operations. Supervises facility staff by setting work assignments and deadlines, scheduling priorities, directing coordination, conducting on-the-job training, checking work, resolving conflicts. Provides feedback to immediate supervisor regarding performance of assigned crew. Assists with preparation of analysis on all new and existing systems that require component additions, upgrades, obsolescence replacements or retrofits; annual budget input for service contracts, parts, and equipment; recommendations for new equipment purchases. Practices independent judgment, problem solving, decision making, and conflict resolution skills and effectively communicates with supervisor and peers. Employment Guidelines: High School Diploma or GED (2 year college degree or technical school preferred) and 6+ years’ experience supervising, planning, and coordinating maintenance work activities for building systems involving heating, ventilating and air conditioning, plumbing, carpentry, electrical systems, and preventive maintenance management programs. Licenses/Certifications: Valid State of Florida Driver's License required. Valid Environmental Protection Agency (EPA) Refrigerant Reclamation Certification preferred but not necessary. Valid Systems Maintenance Technician (SMT) Certifications preferred but not necessary. Physical Requirements/Working Environment: Due to the District's response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role. This position is assigned 24 hour shift duties in support of the District’s Emergency Operation Center (EOC). Position works inside office and outdoors at the Headquarters Complex. Some exposure to sun, heat, rain, and general outdoor environment when diagnosing and repairing air conditioning units, making mechanical adjustments and corrections, performing carpentry and plumbing work on facilities. Position covers the areas of operation of the District to include all administrative service centers, Headquarters Complex and other facilities that are utilized for the purpose of District support of employee work performance. Regularly sets up, adjusts, controls, tests and operates equipment to complete assignments. The work environment may be hot and humid with no facilities. Moves or otherwise transports equipment weighing up to 50 pounds or more. Competently uses hand tools such as saws, drills, routers, wrenches, socket wrenches, plumbing snake, electrical multimeter. Able to climb ladders and work on the roof of multi-story buildings.
