TITLE: Director of Risk Management

QUALIFICATIONS:

  • Bachelor’s degree in Risk Management, Business or related field.
  • Minimum five (5) years relevant experience.
  • Current knowledge of federal, state and local regulations in compliance with Family Medical Leave Act (FMLA), Americans with Disabilities Act (ADA) and State of Louisiana Office of Risk Management (ORM).
  • Understanding of Federal Emergency Management Agency (FEMA) insurance regulations.
  • Physical and mental stamina and ability to perform job functions, tasks and duties.
  • Strong organizing, planning and project management skills.
  • Excellent interaction and interpersonal abilities with personnel at all organizational levels, vendors and regulators.
  • Experience in Pre-kindergarten through twelfth grade (Pre-K-12) environment preferred.
  • Proficient in Microsoft 365 (formerly Microsoft Office).
  • Ability to work in a fast-paced environment.

REPORTS TO: Chief Financial Officer (CFO)

SUPPORTING STAFF: Benefits Administrator

GOALS:

1. Streamline benefits process through review of current service providers, open enrollment process and procedures and timelines.

2. Transform benefits enrollment package and modernize submissions through website.

3. Increase employee / retiree understanding of health insurance and combined benefits vs. increasing complexities through engagement.

4. Pursue innovative health insurance options to mitigate increasing costs (i.e. prescription formulary, partial self-funding).

5. Evaluate current property and casualty, general, liability, cyber, crime insurance, Worker’s Compensation packages for risk exposure and FEMA compliance.

6. Develop processes, educate and instill procedures.

7. Attain knowledge of current board policies and recommend improvements.

8. Mitigate losses to the fullest extent.

PERFORMANCE RESPONSIBILITIES:

I. Risk Management

A. Coordinate and support insurance management to the maximum benefit against the School Board’s loss of property, personal injury, general liability, cyber, crime and Worker's Compensation in compliance with laws, policies and administrative regulations including but not limited to:

  1. Investigate, mitigate and monitor claims and litigation up to the insurance policy deductible or self-insured retention.
  2. Coordinate and participate in underwriter and actuarial review of claims history and loss runs to determine insurance program sufficiency and appropriateness.
  3. Prepare annual risk management budgets and control variances.
  4. Manage, plan, acquire and maintain the School Board's group health insurance programs with assistance from vendors and third parties.
  5. Coordinate and assist in maintaining risk averse policies and procedures and regulatory compliance, including oversight and administration of leave of absence policies and transitional return to work program.

B. Work collaboratively to identify, define, address, eliminate and resolve workplace hazards and risks in the areas of personal injury and property (including training staff in CPR, First Aid, de-escalation, active shooter and emergency preparedness).

C. Conduct incident investigations for claims with department directors and/or Human Resources (HR).

D. Audit effectiveness of safety initiatives and ensure regulatory compliance, prepare reports of audit findings and make recommendations for corrective actions.

E. Oversee Requests for Proposals [RFPs] for health insurance, combined benefits, property and casualty insurance, general liability, cyber and crime.

F. Review annually and maintain vendor certificates of insurance (COIs) and ensure the carrier has an up-to-date list.

G. Support emergency functions through the insurance claims process and other disaster grant programs (i.e., FEMA).

H. Develop relationships with Plaquemines Parish emergency officials.

I. Report all claims including but not limited to, Workers Compensation, general liability, vehicles, in a timely manner.

J. Promote health and combined benefits through district newsletter, wellness fairs and biometric screenings.

II. Professional Development

A. Participate in federal, state and local training and networking groups for the advancement of school risk management, insurance and operations knowledge.

B. Maintain a growth mindset.

C. Exposure and accessibility to innovative practices to mitigate increasing costs.

III. Collaboration and Stakeholder Engagement

A. Develop trusting, positive relationships with teachers, peers, school leaders and other stakeholders.

B. Consult with staff including leadership team, school leaders, teachers and support staff for feedback, next steps and implementation.

C. Conduct strategic surveys ensuring optimal service to employees / retirees.
