Primary Purpose:

The Contracts Specialist is responsible for contracting and procurement activities related to the acquisition of goods and services used by Cameron LNG. This role performs review, negotiation, administration and application of the company’s supplier contracts including all documentation and requirements related thereto. Utilizing the tools, policies and procedures provided, this position provides the organization with best practices in supplier contracts review and negotiation for the purchase of goods and services related thereto, resulting in maximized purchasing power, lower risk, lower cost, and high quality purchasing contracts solutions. This position is highly focused on services contracting, including the negotiation and administration of Master Service Agreements, Services Release Orders and services Purchase Orders, and requires the development of sourcing events and execution of processes and documentation around these sourcing events and agreements. A general understanding of both commercial and legal contractual terms and conditions is required. This position should have the ability to prioritize multiple requests and solve a wide range of problems relative to purchasing and contracting functions, with appropriate guidance, and in accordance with set deadlines. SAP experience is preferred.

This position is located in Hackberry, Louisiana.

Transportation Worker Identification Credentials (TWIC) is required.

Responsibilities/Duties:

  • Review Company purchase requisitions to initiate contracting process; process includes, but is not limited to: collaboration with requestors and department managers to determine specifications and standards for desired scope of work;
  • Leads the bidding and solicitation process in accordance with Company policy and obtains bids, competitive pricing and beneficial legal terms and conditions;
  • Selects and administers appropriate supplier contract instrument/template; uses judgment in the review and distribution of contracting documents;
  • Review and negotiate supplier contracts and related documents including commercial and legal provisions, contractual obligations, contractual work requirements, legal term sufficiency and compliance with company policies prior to execution;
  • Represents the company in the negotiation and administration of contracts with suppliers in connection with the company’s procurement of varying goods and services.
  • Draft and negotiate contract amendments and modifications as needed.
  • Support and maintain a globally consistent approach to supplier contracts management and review procedures.
  • Works effectively with internal functional groups to assess contractual risk and exposure, review and approve contractual language, negotiate contract terms, mitigate contractual exposure and risk, and to obtain the best possible value for the company.
  • Provide guidance and leadership to other functional departments regarding contracting policies and procedures, contractual language, provisions and requirements.
  • Facilitate compliance with Supply Chain policies and procedures, Procurement and Contracting procedures, Sourcing and Bidding Procedures and other supply chain objectives and procedures as well as facilitates internal compliance with the terms and conditions of existing supplier contracts.
  • Maintain accurate tracking of status for existing and pending supplier contracts and related documents.
  • Serve as company resource concerning specific awareness of supplier contractual obligations, terms, ongoing contract negotiations, questions, issues, and problem-solving.
  • Maintain current technical knowledge of relevant contractual terms, standard contract forms, procedures and best practices.
  • Maximize the use of information systems and technology for tracking, analysis, reporting, administration and communication of contract information.
  • Conduct supplier agreement assessments and contract audits as necessary in accordance with company policies and procedures.
  • Initiates and evaluates quotations, bids or request for proposals (RFPs) for the procurement of equipment, tools, goods, operations materials, and low-risk services.
  • Creates all purchase order and contract commitment documents.
  • Negotiates pricing, payment, and delivery and, as required, other purchase order terms for the procurement of goods and services.
  • Performs execution of and modification of purchase orders; tracking, adjusting, cancelling and/or closing transactions in multiple procurement systems.
  • Researches and advises business unit clients on market conditions, pricing and delivery options, and business and contractual risk factors related to the procurement.
  • Responsible for understanding existing supplier agreements in order to properly advise management on best courses of action.
  • Advises management of existing agreements and the proper use of contract documents
  • Monitors executed purchase orders and agreements throughout their lifecycle and performs contract administration functions, creation of amendments and other contractual documents, as needed.
  • Performs periodic systems services purchase order maintenance (i.e. updating status of inactive, terminated, or expired agreements).
  • Selects appropriate means of communication; listens actively and conveys appropriate information to all parties involved.
  • Understanding of certificates of insurance and utilization of insurance compliance and tracking processes.
  • Perform additional duties as assigned and participate in special projects as required.

Qualifications

Education:

Bachelor’s Degree in Supply Chain Management or Business Administration or other relevant discipline.

Experience:

Minimum of 3-5 years of relevant Contracts, Procurement or Supply Management experience in Oil and Gas or Energy Industry; or an equivalent combination of education and experience. Experience working with SAP preferred. Midstream or paralegal experience is a plus

Skills/ Knowledge/ Abilities:
  • Must have practical knowledge of oil and gas industry contracting principals.
  • Knowledge of legal and commercial contracts and contract administration activities.
  • Excellent communication skills; ability to communicate clearly and concisely by telephone, email and by direct contact.
  • Must be able to maintain a high level of customer service in a work environment of numerous competing demands.
  • Able to comfortably interface with all levels of employees, inside and outside the organization.
  • Proficiency in MS Office including: Word, Excel, and Power Point.
Skills/ Knowledge/ Abilities:

Skills – Technical:

  • Three (3) or more years’ progressive work experience in contracts management, contracts negotiation or equivalent work experience required.
  • Three (3) or more years’ oil/gas industry experience preferred, including technical knowledge of oilfield services, equipment, or heavy industrial equipment.
  • Three (3) or more years’ experience in contract negotiation of legal and business terms and conditions of services, sales and purchase agreements.
  • Ability to manage multiple projects and meet deadlines.
  • Excellent analytical and quantitative skills.
  • Excellent problem solving skills.
