DutiesThe PMO provides program and acquisition management for the systems and capabilities that modernize and sustain the National Airspace System (NAS) to advance NAS programs from concept to operation while providing technical support for air traffic control automation and decision support systems. This position is assigned to one of the following organizations within the PMO: Integrated Services and Analysis, AJM-1; Air Traffic Systems, AJM-2; Enterprise Services, AJM-3; and Surveillance Services Directorate, AJM-4.The incumbent will serve within the Program Management Organization and will provide leadership, guidance, and analysis to facilitate the management of the various agency information technology-centric projects. Integrates work of multiple organizations to meet strategic goals and objectives and improve FAA, participates in strategic planning for the FAA, and make commitments for major organization. He or she will be responsible for leading projects and monitoring contractors in the development, test, integration, implementation, and ustainment of systems. Supervising program managers, analyzing and assessing program requirement stability, designing and conducting complex studies of proposed software applications, ensuring compliance to system requirements, assessing and integrating the program budget, analyzing project milestones and interdependencies across the portfolio, reviewing contractor deliverables and representing the Federal Aviation Administration at technical meetings, program reviews and conferences.Assigns work, establishes and monitors priorities and progress, and regularly briefs progress and status to upper management. Provides leadership, promotes teamwork and collaborates with other Program Operations Directorate managers to ensure consistent communication of goals and objectives and improve Directorate business practices. Communicates and reinforces EEO policies and programs in all areas of responsibility. Fosters a work environment where all employees are treated in a fair and equitable manner. The incumbent plans, and assigns work to be accomplished by subordinate employees, communicates the organization's vision and objectives, sets priorities and schedules, assigns tasks and responsibilities, monitors and evaluates performance, coaches and develops employees, approve leave, gives advice, counsel, and instruction to employees on both work, technical and administrative matters, recommends or approves corrective/disciplinary actions as appropriate.Contacts are both internal and external to the Directorate and include representatives from multi- disciplinary, cross-functional teams; NextGen, Mission Support and Technical Operations Service Units. The incumbent discusses the status and results of projects/programs and future planning, establishes short and long-term objectives, distributes tasks, sets priorities, and establishes schedules. The incumbent prepares, reviews and approves reports for internal and external distribution. Develops briefings that convey strategic vision and works with senior management to identify and jointly resolve problems.The Program Manager typically reviews individual and organizational performance often through status reports and organizational performance measures, to ensure timeliness, policy compliance, and alignment with project program objectives. Senior managers frequently call upon the incumbent to identify problem areas and to develop and recommend new policies and procedures for resolution.
