Program Statement

The 31n School Based Behavioral Health Services (SBBHS) Program ensures the development, planning, implementation, and monitoring of high-quality prevention, educational and therapeutic services for general education students experiencing mild to moderate emotional disturbances impacting on their educational experience. The school based Behavioral Health Specialist meets with students, families and staff to provide education, prevention, assessment, consultation and treatment for students to achieve socioemotional and academic progress. The Mental Health Clinician provides best practice behavioral health interventions individually and with family members.


Position Specific Duties and Responsibilities


• Ensures excellent teamwork in all aspects of service implementation through regular meetings and consultation with teachers and families

• Coordinates and facilitates team meetings as requested. Works collaboratively with all staff and contracted providers.

• Efficiently and effectively communicates information regarding treatment interventions updating other team members to assure consistency and success for the student.

• Consults with Systems Dev. Director regarding any concerns or issues that impact students and/or families care or compliance with regulations.

• Initial and ongoing training, participate in program monitoring and appraisal, reporting and resolving complaints and problems.

• Participate in monthly supervision individually and/or assigned group supervision with other teams.

• Follow all general agency policy and procedures.

• Works collaboratively with community service providers and other community agencies.

• Participates in local collaborative efforts on behalf of the Agency, School and clients as assigned.

• Works with Quality Assurance as needed.

• Recommends interventions and/or modifications to a comprehensive person-centered plan assuring they guided by the child and driven by the family system.

• Assure accurate development and implementation of treatment and prevention plans using best practice models.

• Assure referrals to community providers and inpatient services are made appropriately, that all health care and community resources are provided according to client need

• Document in a timely manner all clinical documentation within the EMR accurately represents the services directed/provided.

• Clinical documentation in the electronic record includes amount, scope and duration of services provided in accordance with the treatment plan. Complies with agency policy, DCH, CARF, and Medicaid criteria for clinical documentation for all aspects of the medical record including, but not limited to, intake assessments, person-centered plans, person-centered plan reviews, releases of information, progress/activity notes, annual psycho-social assessments and discharge summaries.

• Attentive to use of time, scheduling with students and families, assuring coverage by the team at times schools are open/or in need of additional supports.

• Supplements protective measures in control of communicable disease regarding identification, assessment and reporting to appropriate authorities on situations reported by contract providers or within the CWN organization.

• Promotes recovery and empowers students and families in their ability to make positive life choices while promoting good mental and physical health.

• Works in collaboration with HR regarding development, training and distribution of prevention information and initiatives.

• Provide individual or group counseling to identified students in areas such as coping skills, self-esteem, self-regulation, bullying and interpersonal relationships, etc.

• Work with classroom teachers and other professional on the development of class-wide interventions, individual interventions, functional behavior assessments and behavior interventions plans.

• Ensures compliance, within the program, with all applicable laws and regulations.

• Participates in data management and reporting.

• Meet regularly with school-based teams to discuss student strengths.

• Maintain a paper file and electronic records, documenting all interactions.

• Up to date training and understanding of current best practices, research and trends regarding

skill development, ACES, trauma, and behavior.

• Complete assigned responsibilities within agreed upon or established timelines.

• Perform other duties assigned by the supervisor.

• Understand and work collaboratively with policies and procedures of the school district.

• Collaborate with school staff and community partners to organize and systematically deliver


Essential Functions


• Staff must possess computer typing, grammar, punctuation, proofreading, transcription, phone proficiency and excellent communication and customer relations skills to effectively interact with staff, customers, business partners and community stakeholders.

• The employee must exercise independent decision-making and work effectively in a team-based environment.

• Assures the use of best practice models of therapeutic and prevention interventions designed to stabilize, improve functioning, increase education and help students and families in achieving socioemotional and academic success.

• Develops, implements and facilitates group sessions using best practice models designed to build socioemotional and academic success and recovery process of students and families served.

• Able to complete and supervise that screenings, assessments and documentation is supported by medical necessity and determining the appropriate level of care up to and including voluntary and involuntary psychiatric hospitalization.

• Completes all tasks and assignments assigned by the Systems Dev. Director.

• Participates in meetings and trainings as requested to maintain or improve proficiency, enhance competencies and train to functions/process and activities within the school system.

• Accept feedback in a professional manner.

• Demonstrate ethical handling of confidential student and parent information.

• Demonstrate reliable attendance and punctuality.

• Maintains and compiles information and data to produce and report on program outcomes.

• Complies with all policies and procedures of the agency.

• Understands and follows all relevant school procedures and processes.


Requirements:

Qualifications, Skills, and Conditions

Knowledge, Education and Training (licenses, programs, or certificates):

Master Level Social Workers with full licensure from the State of Michigan, or licensed Master Level Clinicians in other related field of practice applicable to the treatment of behavioral health and SUD preferred, and a combination of education and experience which results in the necessary knowledge, skills and abilities to perform the essential job functions of the job. Full licensure by the State of Michigan within their profession is preferred, Limited Licensure can be considered

• Must have a Mental Health Professional (MHP) designation as defined by Michigan Department of Community Health, (Examples of MHP include Physician, Psychologist, Licensed Master’s Social Worker, Licensed Professional Counselor) or can qualify as MHP with appropriate supervision within a year of employment in this position.

• Will have or develop a plan to obtain their Certified Prevention Specialist (CPS) certification.

• Will consider an equivalent combination of education and experience which results in the necessary knowledge, skills, and abilities to perform the essential functions of the job requirements.

• Knowledgeable about and actively support 1) culturally competent, recovery based practices, 2) person centered planning as a shared decision-making process with the individual, who defines his or her own life goals and is assisted in developing a unique path toward those goals and 3) family supported approaches and treatment and 4) a trauma informed culture of safety to aid clients in their recovery process.


Experience: A minimum of two years of progressively more responsible or expansive experience in mental health related field (specifically children and families) required. Lived experiences with mental illness, developmental disabilities, and/or substance use disorders valued.

Interpersonal and Communication Skills: Regularly requires high level of basic interpersonal and communication skills such as, resolving disagreements, disputes, or conflicts; leading training and educational sessions, making presentations, and applying formal counseling skills.

Guidance/Work Direction Received: Clear majority of job duties are performed in accordance with well-defined policies, procedures and instruction, the incumbent uses some discretion in applying policies and procedures prescribed by management.

Supervisory or Managerial Responsibility: None

Visual Concentration: Requires an average level of visual concentration on a regular basis

Job Complexity: Requires planning, solving problems, analyzing situations, making decisions, crisis management or thinking creatively. There can be a high level of complexity involved

Working Conditions:

• No unusual physical exertion is involved.

• Required to travel to multiple locations in the community.

• Work is carried out in an agreeable environment, as generally represented by normal school office conditions.

• The tasks performed on the job produces exposure to injuries such as minor burns, cuts, abrasions, or falls. Additionally, there could be exposure to illness/disease however training and policies provide management of self and environment in these situations. Credit is also given for contact with hostile or dangerous persons in a relatively controlled environment.

Specific Requirements:

• Must have a valid Michigan’s driver’s license and a good driving record.

• Must be available to work a fully flexible schedule including evenings, weekends, and holidays.

• Must be certified in First Aid and CPR within 90 days of hire.
