Position Summary Description

This position is responsible for the safe and efficient operation of Midulla Generating Station in accordance with approved plant operating procedure. The Operations Specialist I may be assigned duties in the Control Room or as an outside operator. Operations Specialist I will maintain Plant Technician II and Control Room Operator qualifications.

Qualifications and Education Requirements

A high school diploma or equivalent is required. Completion of a formal, accredited, or certified maintenance craft training program, or related military experience is desirable. Additional college level coursework in math and science desirable. Completion of Plant Technician II qualification standards.

1) Prior Combined Cycle experience is required.

2) Prior Control Room Operations experience in a Combined Cycle Plant is highly desirable.

Ability to qualify and maintain competency in the following skill areas is required:

a. Operations (inside and outside of control room)

b. Basic Instrument & Controls Electrical Maintenance

c. Basic Mechanical Maintenance

d. All Site Specific Safety Standards

e. All Site Specific Environmental and Water Standards Competency will be demonstrated by a combination of written exams, oral boards, and practical demonstrations. Must have the ability to function effectively as a team member.

Essential Functions

  • Ensures the safe, effective, and efficient operations of the plant and reports directly to the Shift Supervisor of O&M.
  • Maintains open communication with System Operations regarding issues affecting plant availability.
  • Directs Plant Technicians in local operation and verification of plant equipment status.
  • Ensures compliance with environment, health & safety guidelines, operating permits, and regulations.
  • Operates Plant equipment as control room operator and outside operator in compliance with approved operating procedures.
  • Effectively performs unit start-ups, shutdowns, and load changes on both combined cycle units and peaker units with little supervision.
  • Effectively utilizes approved casualty procedures, including the Emergency Response Plan, and returns the plant to a safe condition in an expeditious, safe, and reliable method.
  • Acknowledges plant alarms and takes appropriate corrective actions always keeping protection of the company assets foremost in responding to the alarms and events.
  • Maintains an accurate, detailed logs of plant activities, abnormal conditions, dispatch orders, start-ups, shutdowns, plant trips, and personnel activities on site.
  • Effectively monitors plant operations through log-taking, visual, and hands-on plant monitoring.
  • Monitors and ensures plant operation in accordance with all air permits and air pollution and environmental control standards.
  • Troubleshoots abnormal plant conditions prior to the condition becoming critical.
  • Conducts a thorough turnover when passing on or receiving duties from another Operations Specialist.
  • Reviews cycle chemistry and takes appropriate actions to maintain normal conditions.
  • Reviews cycle emissions and takes appropriate actions to maintain permitted values.
  • Offloads bulk deliveries of plant chemicals and demineralizer trailers.
  • Properly uses and operates necessary hand and power tools.
  • Assists the Supervisor of O&M in the implementation of the Lock-out Tag-out program.
  • Reads, interprets, and comprehends logic diagrams, P&IDs, electrical one lines, and OEM operating manuals.
  • Traces logic diagrams, corrects errors, compiles reports, and forces points as directed by the Supervisor of O&M.
  • Identifies and tags plant deficiencies and initiates work orders in accordance with plant procedures when appropriate.
  • Strives to continuously improve performance by being a supportive team member to meet or exceed goals.
  • Completes required initial and recertification training as outlined in the appropriate qualification standard.
  • Monitors assigned contract personnel activities during maintenance, outages, or projects.
  • Serves as a member of the Emergency Response Team.
  • Troubleshoots, plans, and performs basic maintenance on all plant equipment.
  • Writes operation and maintenance procedures and submits for approval as needed or assigned.
  • Assists in the training and qualification of new Plant Technicians or Operations Specialists.
  • Performs housekeeping and preservation duties as assigned.
  • Must be self-motivated and capable of performing required tasks or duties with little or no direction.
  • Performs other duties as applicable to the position or as assigned.

Physical Requirements

Must be able to follow established protective measures including wearing required personal protective equipment (PPE). Must possess a valid driver’s license and acceptable Motor Vehicle Report. Hardhat, work shoes, NFPA 70E compliant clothing, and safety glasses must be worn in the plant.

Working Conditions

While working in certain areas of the plant there is the potential for exposure to hazards typical of an industrial working environment. Will work in all areas of the plant site, both indoors and outdoors. Will work a rotating shift. Will be expected to access all areas of the plant for inspection, operation, and maintenance. Entry into confined spaces is required. Working conditions include accessing equipment at heights of 150 feet via stairs and/or ladders, areas of high voltage, high pressure and high temperature fluids, compressed air, high pressure hydraulic and rotating equipment. Other personal protective equipment required as indicated by hazard analysis.
