Supervisor: Jeff Chandler -Billing and Treatment Superintendent
PURPOSE OF CLASSIFICATION
The purpose of this classification is to perform responsible professional and administrative work assisting the Director with a wide variety of public utilities administration and operations. Also ensuring that water utility projects are completed in accordance with ordinances and laws.
ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Coordinates operations of the water treatment plant laboratory. Recordkeeping and permit writing. Perform sampling and analysis of various water test. Oversee laboratory testing, reporting and maintenance.
- Essential responsibilities and duties may include, but are limited to, the following manages, directs, controls, and implements laboratory services conducting analysis of water, develops laboratory goals, objectives, and administrative systems. Oversee and ensures the laboratory quality assurance programs to meet EPA and other regulatory requirements. Responsible for maintaining the integrity of all samples, i.e., tracking samples from the time they are receive by the laboratory through analysis and reporting of results to appropriate agencies (chain of custody). Prepares and approves technical reports and correspondence on various matters as required. Coordinates laboratory services with operations. Assist with correspondence and records maintenance; Assist with computer entries, data collection and analysis and calculations. Directly supervises lab. Must pick up and move 60 pounds.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of current technological development in water treatment and control, principles and practices as applied to treatment. Knowledge of federal, state, and local laws and regulations applicable to analytical procedures, administrative, organizational and supervision principle and practices. Knowledge of analytical techniques, equipment, procedures, sampling techniques, methods of analysis and data processing as applied to laboratory data management. Ability to plan, organize, direct, coordinate, and review the work or laboratory personnel. Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to effectively present information and respond to questions. Ability to use modern laboratory instruments. Ability to read, interpret, and correctly apply regulations regarding water. Ability to communicate, develop, and maintain good working relationships and understand and carry out verbal and written instructions with others. Ability to make sound decisions in a manner consistent with the essential job functions.
MINIMUM QUALIFICATIONS
Must have High School diploma or GED. Knowledge of chemistry, biology, microbiology and with training in water. Desire five or more years of experience in the operation of an analytical for a water treatment facility. Laboratory Analyst must maintain Georgia Water Certification at or above water permit requirement.
MINIMUM REQUIREMENTS TO PERFORM ESSENTIAL JOB FUNCTIONS
PHYSICAL REQUIREMENTS: While performing the duties of this job, the employee is frequently required to stand, sit; use hands. The employee is occasionally required to climb or balance, stoop, kneel, crouch, and have ability to distinguish odors.
DATA COMPREHENSION: Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things which may include forms, reports, maps, plats, blueprints, drawings, construction plans, chemical policies, procedures, application diagrams, legal code books, policy manuals, procedural manuals, and reference manuals.
INTERPERSONAL COMMUNICATION: Requires the ability to speak with and/or signal people to convey or exchange legal, civil engineering, and construction-related information, including giving assignments and/or directions to co-workers or assistants as well as communicating with the general public.
LANGUAGE ABILITY: Requires ability to read a variety of legal, civil engineering and construction-related documentation, directions, instructions, and methods and procedures. Requires the ability to complete forms and to write job related documentation and reports with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice.
INTELLIGENCE: Requires the ability to learn and understand complex legal, civil engineering and construction-related principles and techniques; to understand departmental policies and procedures; to make independent judgments in absence of supervision; and to acquire and be able to expound on knowledge of topics related to primary occupation.
VERBAL APTITUDE: Requires the ability to record and deliver information, to explain procedures, and to follow verbal and written instructions.
NUMERICAL APTITUDE: Requires the ability to utilize mathematical formulas; add and subtract totals; multiply and divide totals; determine percentages; determine time and weight; and interpret statistical data.
FORM/SPATIAL APTITUDE: Requires the ability to visually inspect items for proper length, width, and shape using job related equipment.
MOTOR COORDINATION: Requires the ability to coordinate hands and eyes in using job related equipment and to operate motor vehicles.
MANUAL DEXTERITY: Requires the ability to handle a variety of items, job related equipment, control knobs, switches, etc. Must have the ability to use one hand for twisting motion or turning motion while coordinating other hand with different activities. Must have average levels of eye/hand/foot coordination.
COLOR DIFFERENTIATION: Requires the ability to discern color.
INTERPERSONAL TEMPERAMENT: Requires the ability to deal with and relate to people beyond giving and receiving instructions. Must be able to adapt to and perform under considerable stress when confronted with an emergency.
PHYSICAL COMMUNICATION: Requires the ability to talk, express, or exchange ideas by means of spoken words and/or hear and perceive nature of sounds by ear.
