Obsidian Solutions Group (OSG) is seeking a Management Analyst II, reporting to the Program Manager and provide subject matter expertise to assist the Navy’s various Fleet headquarters in execution of their lessons learned program.


In this position, you will review information in various Navy portals, various message traffic, and post-activity reports and briefs for lessons learned, observations, recommendations, and best practices from operational and tactical issues and procedures. Interacting with Fleet staff and commanders to align lessons learned activities with Fleet activities, identify trends, develop, schedule, and provide training, and support command planning activities.


Specific Responsibilities

  • Provide subject matter expertise to assist Navy Fleet HQ in execution of their lessons learned program.
  • Review artifacts and documents for lessons learned observations, recommendations, and best practices at the operational and tactical level.
  • Attend fleet staff meetings, training briefs, and pre- and post-deployment briefs; engage with Navy SMEs; and collect lessons learned.
  • Seved as Numbered Fleet Command Lesson Manager (CLM) in JLLIS
  • Tailor JLLIS lessons learned training materials to specific Numbered Fleet requirements.
  • Develop, schedule, and give on-site training that includes command lessons learned collection process to better inform the training audience and staff.
  • Conduct lessons learned trend analysis, queries, and searches in JLLIS.
  • Support command operational and exercise planning, pre-deployment training, and post-activity analysis.
  • Identify and disseminate Navy-wide and joint lessons learned and issues.


Requirements:
  • Minimum of six (6) to ten (10) years of Naval Military experience, including at least three (3) years of experience in an operational level staff (numbered fleet command or higher)
  • Working knowledge of the joint and Navy lessons learned programs, and fleet experimentation program.
  • Knowledge of U.S. Navy and joint administrative and operational command and control structures, command relationships, and interrelationships
  • Knowledge of naval Services warfare objectives, operations, concepts, and doctrine (e.g., joint publications and Naval Warfare Publications)
  • Knowledge of naval war fighting priorities and capabilities, and familiarity with major weapons systems as applied to naval and joint operations.
  • Must have familiarity with the Joint Lessons Learned Information System (JLLIS), Navy Lessons Learned Information System (NLLIS), and Navy Lessons Learned Collaboration-at-Sea (NLL CAS) systems and have experience liaising with the J7.
  • Superior communications skills (oral and written), high degree of tact, diplomacy, sound judgement, and the ability to work closely with senior military and civilian personnel.
  • Must be able to work independently and in a team environment and maintain positive working relationships internal and external to the command.
  • Expertise in the use of personal computers and application software
  • Expertise in Microsoft Office programs, including Word, Excel, and PowerPoint


Physical Requirements and Work Environment

  • Work occurs on-site, at Navy Warfare Development Center, Norfolk, Virginia, and at fleet commander sites located in CONUS and OCONUS


Travel

  • This is an on-site requirement with client-supported travel as required to support the Fleet and Flagship.
