Summary

The Compliance Officer is responsible for overseeing the regulatory compliance and associated reporting of the Northeastern Arizona Workforce program. This role serves as the liaison between the program supervisors, service delivery centers, and administrative staff to ensure that the program stays ready for audits and up to date with reporting on enrollments, job placements, and other outcomes. Day to day tasks will include coordinating with program employees, stakeholders, and state-level oversight to track performance, overseeing entry of this information into state data systems, and presenting the results to stakeholders and oversight agencies. This position will require frequent road travel within Gila, Navajo and Apache counties.
Essential Job Functions

  • Research and collaborate with service providers to develop systematic error prevention tools and strategies. Identify target items for training and train existing staff on an as-needed basis.
  • Act as the point of contact for state and federal monitors and audits, respond to requests for information, and coordinate with the Executive Director to develop and implement corrective action plans as needed to resolve findings.
  • Maintain up-to-date knowledge of federal and state WIOA statutes to oversee operational compliance.
  • Work with Program Administration Specialist on funds distribution and tracking, ensuring that funds are expended as required by program regulations and in accordance with policy.
  • Lead discussions related to program policy enforcement and development; monitor consistent application of program policies and address problems. Identify individual and team skills training opportunities to improve program outcomes and ensure that the team is working effectively together.
  • Lead efforts to collect and summarize program outcomes and other program data; oversee follow up studies of past participants to measure post-exit success and inform areas for program improvement.
  • Review, monitor, and authorize eligibility cases; review and critique case files and data to determine if appropriate services were provided under local, state, and federal criteria; confirm required documents; verify and validate data and documentation; compile, interpret, and synthesize data for summary reports.
  • Assist the Executive Director in progress monitoring to meet state and federal requirements and negotiating performance requirements with state administrators.
  • Oversee all ARIZONA@WORK program elements; monitor progress on the implementation of ARIZONA@WORK and local board policies, providing guidance and technical assistance to staff.
  • Analyze data and create presentations for the local workforce board.
  • Post reports, updates, and other information to the area's website and social media.
  • Other duties as assigned.

Knowledge and Skills

  • Knowledge of laws, rules and regulations governing eligibility and determination for public assistance programs and related case administration techniques.
  • Knowledge of interviewing, information gathering, and employment counseling techniques.
  • Knowledge of local employment and social services resources.
  • Strong skill in effectively communicating verbally and in writing. Ability to speak and present to diverse audiences.
  • Skill in establishing and maintaining effective working relationships with employers, other agencies, and the public; strong networking, social, and conflict resolution skills.
  • Ability to plan and execute projects with minimal supervision.

Desirable Qualifications

Required Qualifications:

Associates' degree in Accounting, Public Administration, Social Work, or a related field; OR a minimum of 2 years' experience in government accounting or government office administration; OR equivalent combination of education, training, and experience; AND able to successfully pass fingerprint and drug testing; AND valid driver's license.
