Position Summary

Performs technical sewer maintenance work for the Authority. The work involves operating closed circuit television and chemical grouting equipment used in the inspection, testing, and rehabilitation of gravity sewage collection systems. Employees also operate motorized hydraulic sewer cleaners and various motorized equipment as needed, perform physical surveys of sewer lines and manholes during periods of peak groundwater elevations or intense rainfall to document defects in the sewage collection system for subsequent repairs.

Position Responsibilities / Essential Job Functions
  • Assists in the maintenance, inspection and reduction of infiltration and inflow into the sanitary sewer collection system, including manholes, mains and other structures. Mobilizes, on a daily basis, efforts of a grout rig to locations to perform cleaning, testing, inspection, and/or grouting activities of the gravity sewage collection system.
  • Installs flow monitoring devices or other equipment into sewer lines. Prepares and submits written and/or video reports documenting condition of sewer lines investigated and noting defects. Documents rehabilitation efforts or additional rehabilitation requirements needed such as excavation and repair by other division personnel. Inspects all new sanitary sewer systems to ensure construction is in compliance with standards and specifications.
  • Inspects main lines through the use of TV monitoring equipment. Inspects and flushes mains. Operates flushing equipment. Collects debris from flushing and disposes. Manually installs grouting equipment into manholes and systems, sets up and operates winches. Inspects all new sanitary sewer main construction. Assists in preparation of inspection reports.
  • Maintains and repairs all equipment used by the department.
  • Inspects manholes and laterals. Performs inspection, grouting, parging, resetting frames and covers, and installing inflow inserts (bowls, and seals). Repairs and replaces cleanout caps. Assists homeowners and contractors to locate and identify problems and structural failures and defects.
  • Performs visual surveys of sewer line during periods of intense rainfall, often over long intervals of day or night, to identify sources of infiltration/inflow into sewer mains, laterals or manholes.
  • May provide work direction to utility workers in the performance of the work.
  • Interacts with public customers to help determine and resolve complaints or problems.
  • May be deemed essential at any time.
  • Operates a Service Authority vehicle.
  • Performs other duties as assigned or required.
Essential Skills and Experience
Essential Skills and Experience:
  • Knowledge of the methods and procedures used in maintaining water and sewer lines; the occasional safety hazards and precautions in the work; the tools, equipment, software, and materials used in the field; traffic laws, ordinances and rules involved in vehicle operation; computer equipment and software applications related to assignment; English usage, spelling and grammar.
  • Ability to operate computer equipment and software applications related to assignment; understand and follow oral and written instructions; operate a Service Authority vehicle observing legal and defensive driving practices; follow established policy and procedures in the performance of duties; communicate effectively, both orally and in writing; work cooperatively with others; use the tools, equipment and materials of the field; understand and carry out oral and written instructions.
  • High school diploma or GED.
  • At least two years of progressively responsible experience in maintaining sewer lines.
  • Or combination of education and experience as described above.
Preferred Skills and Experience:*
  • Three or more years of progressively responsible experience in maintaining sewer lines.
  • National Association of Sewer Service Companies (NASSCO) Pipeline Assessment and Certification Program (PACP) Certification.
Special Requirements:
  • Must possess and maintain a valid driver's license consistent with Service Authority policy requirements.
