Salary: $90,000 - $105,000 contingent upon experience

Position Summary: The Non-Profit Executive Director is the lead staff position responsible for the management of the Rural Health Network of South Central New York (Rural Health Network). The Executive Director is accountable to the Board of Directors and directly supervises a Leadership Team comprised of Department Directors and administrative staff. The Executive Director provides strategic leadership for Rural Health Network working to ensure the effectiveness and development of the organization. Central to the Executive Director’s role is to model and facilitate a collaborative way of working within Rural Health Network and between the Network and community and clinical partners.

Key Responsibilities:

1. Strategic Leadership:

a. Ensure there is a current, active and effective strategic plan.

b. Foster a culture of collaboration, excellence, and innovation.

c. Identify opportunities to meet critical rural health needs and facilitate efforts both internally and within the community to improve rural health outcomes.

2. Administration and Management:

a. Fiscal: Work with the Finance Director and actively participate in budgeting, financial management and Executive level financial decisions.

b. Compliance: Ensure compliance with applicable contracts, funding sources and New York State, Federal and applicable healthcare regulations.

c. Operations: Ensure the effectiveness and efficiency of internal systems, policies and procedures. Identify and address operational issues that require new or revised systems, policies, and procedures.

d. Facilities: Ensure the physical plant is safe, clean, and well maintained. Ensure compliance with building codes. Establish a system for periodic facility

inspection/evaluation and a plan/system for capital improvements and

replacement.

3. Human Resources:

a. Directly supervise Department Directors and Administrative support staff. b. Ensure supportive and effective supervision of all staff.

c. Ensure the appropriateness and legality of all Rural Health Network recruitment, hiring, promotion, and disciplinary actions.

d. Provide appropriate training and professional development opportunities for staff.

e. Ensure that staff compensation and benefit programs are competitive, and relevant. Monitor compensation and benefit equity within Rural Health Network and ensure alignment with compensation schedules, etc.

4. Resource Development:

a. Work with the Development Director and Department Directors to actively support and lead when appropriate, grant, fee-for-service and fund-raising efforts. Rural Health Network is a collaborative resource development environment which requires flexible teams of staff to plan and complete grant applications, fund-raisers and fee-for-service contracting.

b. Ensure that there is an active and effective resource development plan that is providing Rural Health Network with sufficient resources to operate with a balanced budget and to meet critical rural health needs.

c. Work collaboratively with other non-profits, educational institutions, governmental service providers, the healthcare sector, and the philanthropic sector to maximize resources in support of rural health.

5. Programs and Services:

a. Support Rural Health Network programs and services designed to meet critical rural health needs with a focus on addressing social determinants of health. b. Ensure that Rural Health Network programs and services operate with descriptive workplans, appropriate measurements and are outcome based. c. Periodically evaluate the effectiveness of programs and services and revise service delivery based on the best available information.

d. Work with rural residents and communities, local government, healthcare providers, other non-profits, educational institutions, and governmental service providers to plan and implement programs and services that are collaborative and that meet priority rural health needs.

6. Communication and Advocacy:

a. Lead rural health education and advocacy efforts in the community, with partner organizations, funders and with elected officials.

b. Serve as the executive level spokesperson for Rural Health Network in the community and with the media.

c. Represent the Rural Health Network on select, appropriate work groups, committees, boards of directors and other relevant forums.

7. Board of Directors:

a. Accountable to the Rural Health Network Board of Directors

b. Support and work with the Board President and Committee Chairs to develop meeting agendas, annual meeting and content schedules, and other governance related activities.

c. Responsible for preparing and distributing Board meeting, Executive Committee and Finance Committee agendas and informational packets.

Qualifications:

1. A minimum of five years of non-profit executive level experience. Comparable experience in an upper management position for a larger organization will be considered.

2. Budget and fiscal management experience and demonstrated competency in a grant funded environment.

3. Experience working with services designed to address social determinants of health, preferably in a rural context. Experience working with healthcare providers is helpful. 4. Demonstrated success in leading teams and developing services and programs. 5. Bachelor’s degree in a relevant field required, advanced degree preferred. 6. Use of personal vehicle (work related mileage reimbursed) and valid NYS Drivers License.
