The VA Loma Linda Healthcare System (VALLHCS) is actively recruiting to fill a Primary Care Section Chief  for an  opportunity at  our Primary Care North Clinic to help care for our Veterans – American’s Heroes. Selected candidate will be considered for a faculty appointment at Loma Linda University, & be involved with education & teaching of medical students, residents & other providers. The VA Loma Linda Healthcare System is part of the Desert Pacific Healthcare Network. The Healthcare System is comprised of the Jerry L. Pettis Memorial VA Medical Center and 7  community based outpatient clinics located in Blythe, Corona, Palm Desert, Redlands, Rancho Cucamonga, Murrieta and Victorville, and a newly opened 340,000 square foot Ambulatory Care Center in Redlands CA. Opened in 1977, the Medical Center is named in memory of Congressman Jerry L. Pettis, who worked diligently to locate the facility in Loma Linda. It is one of the top 25 employers in the Inland Empire; with over 2,460 employees and 1,367 volunteers that serve over 76,000 Veterans who entrust their health care needs to the VA. The Medical Center, located on 34 acres, and approximately 0.7 miles from Loma Linda School of Medicine, its affiliate, and Loma Linda University Medical Center, provides a wide variety of services through inpatient, outpatient and home care programs, with major bed services in Medicine, Surgery and Behavioral Medicine. The facility has 162 acute care beds and a 108 bed Community Living Center. Postgraduate medical and dental education programs are conducted with the Loma Linda University. In addition, the Medical Center is also affiliated with 77 other educational institutions and provides training for a variety of allied health specialists.

We have opportunities at both our Ambulatory Care Center and Women's Health Clinic (Primary Care North Clinic) in Redlands, CA.

Duties and Responsibilities:

  • Utilize video-tel and face to face visits to these community settings on a frequent basis in order to communicate VALL goals and to foster negotiations and collaboration on care settings closer to home for our Veterans.
  •  
  • Knowledge of the Joint Commission and OIG focus areas and pro-actively work with community partners to help them meet the standards.
  •  
  • Work with other services to ensure their support and attention for the staff in the care settings to successfully complete tasks and items such as credentialing, Personal Identity Verification badges, electronic medical record training, environment of care reviews, etc.
  •  
  • Collaborate with Chief of Patient Care Services, Business Manager, and the Administrative Officer for Primary Care VALL.
  •  
  • Be an operational, working physician chief with 30% time dedicated to administrative and 70% time devoted to clinical duties.
  •  
  • Day to day operations of the outpatient physician staff including assignments, ensuring coverage, and working collaboratively with several other VALL Charlie clinical service lines to accomplish the mission of VALL.
  •  
  • Attending national and VISN training and conference calls on various topics including fix/flow, transitioning levels of care, hospital/ED waiver, etc. and implementing needed changes into the processes at VALL to ensure that all national and VISN performance/PACT measures related to outpatient care are met.
  •  
  • Discussing and developing processes with community hospitals providing outpatient services to patient Veterans to ensure communication and smooth hand offs back into the VA system when appropriate.
  •  
  • Communicate with community specialists and personnel at all levels of the community and VA organization in order to identify most appropriate outpatient care.
  •  
  • Direct supervisory authority over all of the licensed independent staff in the section; review and authorize their leave, ensuring coverage, and completing performance appraisals.
  •  
  • Work collaboratively with the Primary Care Leadership for recruitment, hiring, and disciplinary actions when necessary.
  •  
  • Responsible for the timely review completion and reporting for specific outpatient based activities including special committee reviews, Peer Reviews, protocols, waiver reports, medical record timeliness, order entry and others.
  •  
  • A faculty appointment at the Loma Linda University, School of Medicine and faculty appointment with University of California, Riverside.
  •  
  • Preparation of annual proficiency reports; OPPE/FPPE completion and review, per policy; preparation/submission of P4P documents, per policy; PACT/EPRP/SAIL review and management; leave and time card management and administration; clinic profile management; DSS Mapping management; collaboration with the patient advocates to address and resolve inquiries/complaints; preparation of controlled correspondence for Congressional/VISN/VACO inquiries; recruitment/retention of Primary Care providers; disciplinary action, as required; collaboration with HAS/Nursing leadership in Primary Care to effect clinical operations; oversight of PACT implementation, in collaboration with HAS/Nursing leadership; responsible for continuous improvement projects within Primary Care; responsible for Primary Care staff engagement and development; responsible for academic program management of medical residents & students, functioning within Delta clinic and his/her assigned scope of Primary Care at the Loma Linda HCC; and other duties as assigned.

Tour of duty: Monday–Friday, 8:00 am - 4:30 pm, no on-call or weekends, Alternative work schedule may be available, to include part-time appointments. Salary: $225,000- $250,000.  Offering a comprehensive benefits package as well as Education Debt Reduction Program (EDRP) with up to $200,000 over 5-years, tax-free and/or Recruitment Incentive with minimum 3-year service obligation.

Candidates must: 1) be a US citizen or PRA (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with [38 U.S.C. § 7407(a)]; 2) possess a current, full, unrestricted medical license in any state, 3) board prepared/certified in specialty and 4) verify COVID and Flu vaccination. Preferred experience: Best qualified candidates will be Board Certified.

Ideal Candidate:

5 years of experience in primary care (preferably 1-2years experience with women’s health). Board Certified Physician in their respective specialty. 1-2 years of supervised other clinical and non-clinical staff. 2-5 years of Strong interpersonal and intrapersonal skills working with Medical academic Affiliation programs. Direct experience in the supervision of Residency and Fellowship programs.
