Job Summary
Positions within this family ensure data is properly managed and leveraged from Source to Storage to Delivery in the most efficient and effective way to benefit the organization. This position performs accountabilities under limited supervision oversees and optimizes data resources through: Provides strategic oversight and implementation approaches for data capture through delivery aligning with strategic business data principles and roadmaps. Develops and implements appropriate data governance policies and ensures compliance. Focuses on driving the business and IT organizations to deliver data solutions that balance the needs for operational efficiency and granular data needs required for innovative analytics. Provides data subject matter expertise to business and IT organizations. Oversees building of strategic model solutions including transformation logic, rules, tables and attribute relationships. Consistently generates new ideas and promotes data management vision. This job generally will lead others. Limited supervision: the employee uses his/her own creativity to get the job done. Decision making is left up to the employee. The employee receives assignments in general terms and is free to work out the details according to his/her own judgment. The employee is expected to interpret regulations and policies independently.

Primary Job Duties & Responsibilities
Accountable for best practices for data management, data derivations, rules; and data requirements that align with standards and regulatory compliance. Leads data roadmap and model discussions and development with Architecture and IT, establishing ownership. Partners in the development of Data Management standards. Oversees and directs staff in managing the data management needs of internal and external clients according to established standards. Directs and ensures resolution of complex problems including providing customer education. Consults on projects, resolves complex data issues and provides training and education to clients and staff. Creates and implements business information models that align with business strategy, and business intelligence and data road maps. Arbitrates differences of interpretations of data. Identifies opportunities to provide internal and external data consultation to business and system processes. Demonstrates thorough understanding of overall data models, data relationships, mapping lineage and business rules. Participate in complex entity design, structure and oversee population. Responsible for the development and management of strategic goals and objectives for the data management unit and, division, in alignment with the enterprise. Establish, monitor and ensure adherence to the strategic goals and objectives of the unit. May manage day-to-day work of professional/technical staff or serve as project manager for significant projects with broad impact to business and enterprise performance. Leads multiple or highly complex, strategic projects involving high level of coordination among multiple departments and business areas which utilize data to support new business capabilities and enhanced analytics. Develops and maintains effective relationships to coordinate the delivery of all data-related services to clients. Actively participates in the utilization of emerging technologies. Champion proactive data quality cleanup efforts with senior leadership and business customers to address the end to end inherent data quality issues. Oversee data profiling of data attributes, values, fields, business rules and determine integration strategies. Communicate profiling results to impacted parties. Play key role in balancing the need for operational efficiency with the need for granular data for analytics and reporting. Decisions are made with full evaluation and balance of cost and benefits and communicated appropriately. Data Governance: Drives opportunities to enhance data management maturity. Leads development and implementation of appropriate data governance policies and ensures compliance. Develops, implements and champions the adoption of data management best practices and standards. Evaluates new data management technologies. Establishes and ensures a data quality program that aligns with divisional and enterprise processes and strategies. Defines and maintains rules and policies for managing metadata. Manages implementation of metadata tool strategy. Data Analysis: Escalation point for data gaps and/or findings. Oversee and direct data designs including partnership with business and technical partners. Ensuring alignment with data roadmaps, adhere to data standards and anticipate future strategic direction. Responsible for the analysis of complex business, financial and/or statistical data to support key business plans and goals. Manages and directs staff in the analysis of customer requests for changes/data requirements to production systems, determines impact on existing systems, processes and develops appropriate specifications, enhancements and/or procedures to comply. Oversee customer requirement fact gathering sessions for most complex business problems. Manage and direct strategic solution for architecture for managing of data including transformation logic, rules, tables as well as business requirements and specifications. Oversee the testing and verification processes ensuring accurate results. Serve as data expert for significant projects with broad impact to business and enterprise performance. Expert in end to end data flow and lineage from capture at source, to storage, to delivery and its business intent at each stage i.e. capture, transformation, fragmentation, editing. Works with all lines of business to assure new data needs are captured and controlled at the appropriate places within the data flow architecture. Design data solutions and provide input for new data standards (structure, values, relationships, quality standards) that meet both operational and other needs. Oversee proposed data design to ensure it meets the need for change over time with minimal rework and champion adherence to data standards. Represents functional unit and/or departmental needs as part of Data Management committees with internal and external areas, including Product Underwriting, Statistical Bureaus, etc.

Minimum Qualifications
Bachelors degree or equivalent education or 5 years analytics experience required. 4 years analytics experience required.

Education, Work Experience & Knowledge
Bachelors degree in STEM (Science, Technology, Engineering, Mathematics) or Business preferred. 8 years experience in data management or related experience preferred. Insurance knowledge preferred. 3 years of management experience preferred. Comprehensive knowledge of data management practices and processes preferred.
